I think it would be safer to email the names on the list without .mil domain names. I would guess there is more security on those servers and our emails might be blocked by their spam software.
Maybe, they have some means of taking legal action if we mass email .mil servers.
I don't see what problems we can run into if we mass email .com domains, to be extra careful we could cut the list down again to only email people with web based email like hotmail or gmail etc.
If someone has an ip address that cannot be connected with their name then they could mail the .mil domains.
