Turkey says it has shot down a Russian-made warplane on the Syrian border for violating Turkish airspace.

Two Turkish officials told Al Jazeera the plane was shot down on Tuesday by the Turkish military according to the rules of engagement.

Reports said the plane crashed in Syrian territory in Latakia's Yamadi village.

A Turkish military statement said the plane violated Turkish airspace in Hatay province and was warned "10 times in five minutes".

"Our two F-16 planes on air patrol duty intervened in the plane in question on November 24, 2015, 9:24am, according to the rules of engagement," the statement said.

Rebel forces have told Al Jazeera that bodies of both pilots have been recovered. It is also reported that Russian helicopters were searching for the pilots close to the Turkish-Syrian border.

The Turkish president's office identified the warplane as Russian-made and said it was warned before being shot down, according to the semi-official Anadolu agency.

The Russian defence ministry acknowledged that an Su-24 fighter jet crashed in Syria as a result of fire from the ground.

The ministry was quoted by TASS Russian News Agency as saying: "A probe is in progress into the circumstances of the Russian plane crash."

It said the plane had stayed within Syrian airspace and that "objective monitoring data confirm this".

President Vladimir Putin's spokesman called the downing of the warplane a "very serious incident", but said it was too early to draw conclusions.

Al Jazeera's Hashem Ahelbarra, reporting from Gaziantep, said the fighter jet was shot down near the mountains of Antakya.

"What we know so far is that a plane was shot down on Syria's border with Turkey, near the mountains of Antakya, which is a scene of a lot of violence of late.

"Witnesses saw two pilots ejecting from the plane."

Turkey's Dogan news agency said witnesses reported that the warplane crashed over tents built in Yamadi village and that the pilots bailed out with the help of parachutes

Ahmed Davutoglu, Turkey's prime minister, has ordered the foreign ministry to consult NATO, the UN and related countries on the developments, his office said in a statement on Tuesday.
Last month, Davutoglu said Russia had described its warplane's violation of Turkey's airspace as a "mistake".

A Russian aircraft had entered Turkish airspace near the Syrian border, prompting Turkey to scramble two F-16 jets to intercept it and summon Russia's ambassador in protest.

"The Turkish armed forces are clearly instructed. Even if it is a flying bird it will be intercepted," Davutoglu had said.

He warned Turkey's enemies and allies not to infringe on its airspace but he dismissed the notion of tensions with Russia.

A Russian Su-24 fighter has been shot down in Syria, the Russian Defense Ministry said, adding the plane hadn't violated Turkish airspace and was flying at an altitude of 6,000 meters.

"During the flight, the aircraft was flying within the borders of Syria, which was registered by objective monitoring data," the ministry said, adding that the aircraft was "supposedly shot down from the ground."

The pilots managed to eject, the ministry said, adding their fate is as yet unknown.

The downing of the Russian plane is "a very serious incident," said Vladimir Putin's spokesman Dmitry Peskov. He added, however, that it is too early to draw conclusions until the whole situation is clear.

Footage has emerged online, allegedly showing Russian pilots from the downed jet immobile on the ground and surrounded by locals. Some reports claim that one pilot is dead.

Turkish military added the plane had been warned at least 10 times over a period of five minutes before being shot down by two Turkish F-16 fighter jets. He said the plane had violated Turkish airspace.

The plane reportedly crashed in a village mostly populated by Syrian Turkmen. The place has been a hotspot between the opposition and the Syrian Army.

Turkish Prime Minister Ahmet Davutoglu has met with officials from the Foreign Ministry. He instructed them to consult with NATO and the UN on the latest developments on the Syrian border, Davutoglu's office said in a statement.

Looks like the UN Resolution 2249 is going to have a rough start, with multiple antagonistic militaries claiming the same airspace and no central coordinator.  Frankly, I don't see how anyone thinks this is going to make the region and world more secure.

Putin: Russia will not tolerate such crimes as attack against its Sukhoi-24 plane


SOCHI, November 24. /TASS/. Russia will not tolerate crimes like the attack on the Russian Su-24 fighter jet shot down by the Turkish Air Force in Syrian skies, President Vladimir Putin said on Tuesday at a meeting with King of Jordan Abdullah II.

"I understand each country has its own regional interests, and we have always respected that. But we shall never tolerate crimes like today's one," the president said.

The Russian leader stressed that the downed fighter-bomber was posing no threat to Turkey.

"Our pilots and jet posed no threat to the Turkish Republic. This is obvious. They were conducting an operation against ISIL," Putin said.

He stressed the plane was flying above northern Lattakia where militants coming from Russia are concentrated.

"The Russian bomber was shot down over Syria by an air-to-air surface fired from a Turkish F-16 plane when the bomber was at an altitude of 6,000 meters at a distance of 1 km from the Turkish bomber." Putin said.

"They [the pilots] were fulfilling their task," the president stressed adding that they were delivering preventive air strikes on terrorists who can come back to Russia at any moment.

Putin called the attack a crime and stressed that Russia would not tolerate it. According to the president, the Su-24 plane crash in Syria goes beyond normal struggle against terrorism, and it is "a stab in Russia's back delivered by terrorist accomplices."

"Today's loss is linked with a stab in our back delivered by terrorism accomplices. I can't characterize otherwise what has happened today," the Russian leader said.

According to the president, Russia has long been aware of oil supplies to Turkey from Syria's territories seized by terrorists, which provided tangible financial support for the extremists.

"We've long exposed heavy trafficking of oil and petroleum products from Islamic State-seized territories," Putin said, adding that monetary support for the militant groups was large, indeed.

"Now we've suffered stabs in the back: attacks against our planes that fight with terrorism," Putin said. He pointed out that Turkey attacked Russia's Sukhoi-24 although "we have signed agreements with the American partners on the prevention of incidents in the air, and Turkey, as is known, is among the countries that have declared they are ostensibly fighting against terrorism within the US-led coalition.".

Putin noted that Turkey's contacts with NATO member states after the attack against the Russian aircraft look like an attempt to make the alliance serve terrorists.

The Russian leader said that instead of immediately establishing contacts with Russia after the bomber incident, "the Turkish side applied to its NATO partners to discuss this issue, as far as we know."

"It seems as if we have shot down a Turkish plane and not vice versa," the Russian president said.

"So, does this mean that they want NATO to serve the Islamic State?" Putin noted.

The president said the attack on the Russian jet will have tragic consequences to Russia-Turkey ties.

"We will certainly carefully analyse what has happened and today's tragic event will have serious consequences to Russian-Turkish relations," he said. According to Putin, Russia has always treated Turkey not simply as a close neighbour, but as a friendly state.

"I have no idea who needed what has happened today, but in any case it's not us," the Russian president said.

He expressed hope "the international community will find the forces to unite in the face of this common evil (terrorism)."

Turkey's military attache in Russia has been summoned to the Russian Defense Ministry.

Multiple explosions have been heard in Turkish capital Ankara, causing panic and prompting police to investigate the matter. It has been revealed that a gas explosion took place at the city's Ozpetek Industrial Complex, the local media reported.

According to the governor's office, 5 people were injured as result of the incident, which occurred at 12:20pm local time, T24 reports.

Earlier reports said the sound of the explosions was heard all across the city, causing fears of a terror attack and leading to panic among the population.

Police were deployed throughout the city in order to locate the source of the sound, with firefighters and medical crews sent to Ankara's most populous areas.
