"Мания преследования американских дипломатов вышла на новый
уровень — они объявили о массовой травле своих сотрудников.
Заявления, конечно же, ничем не подтверждаются. Скорее звучат,
как способ перевести внимание с провала своего разведчика.
[ Persecution of American diplomats reached a new level - they
announced mass harassment of its employees. Applications, of
course, in no way confirmed. Most sound like a way to translate
its attention to the failure of the scout.]"

This has been happening in Russia and Moscow in particular since the beginning
of 2016. In June there was a Daily Press Briefing of the U.S. Department of State
mentioning this :

The Telegraaf story was however titled ; "Rel om vechtpartij tussen spionnen in Moskou"
which translates to "Turmoil after brawl between spies in Moscow". How many spies were
involved remains the question.

CONGRESS INVESTIGATING ATTACK ON U.S. DIPLOMAT IN MOSCOW by JOSH ROGIN
   - 07 July - (excerpt) Two U.S. officials who have seen the video told
me that it clearly shows the Russian FSB guard attacking the U.S.
diplomat, not the other way around. The officials also said that the
diplomat was on embassy compound property when the guard assaulted him.
If true, that could mean the Russian guard violated the Vienna
   Convention on diplomatic relations. [...]
Two U.S. officials told me that the U.S. diplomat was in fact working
undercover for the U.S. intelligence community and was seeking refuge
inside the U.S. Embassy to avoid being detained by the Russian security
services, who had been following him. Russian security services
personnel were waiting for him at the embassy guard station, the video
   shows, according to the officials.
