Israel investigates corruption, harassment scandals in Morocco consulate

Hebrew media reported on 5 September that the Israeli Foreign Ministry has dispatched an investigation team to Morocco in order to look into a number of scandals at Tel Aviv's consulate in Rabat.

The scandals include mismanagement, sexual harassment of Moroccan women, and corruption.

According to the reports, the scandals directly involved Israeli officials and diplomats employed at the consulate, among them Israel's Ambassador to Morocco David Govrin. The Israeli Foreign Ministry has vaguely confirmed that it is investigating "allegations of irregularities."

One of the main issues being investigated is the disappearance of a gift to the consulate by the Moroccan royal family, which officials were meant to report to the Israeli Foreign Ministry, but did not.

The investigation also revolves around several conflicts between members of the consulate, including a severe dispute between Govrin and his security officer, according to Israeli public broadcasting agency, Kan.

Additionally, the Israeli broadcasting agency quoted a source to have reported an "exploitation of influence" by the consulate's officials, which aimed to extort money, or "donations," from the Moroccan Jewish community, as well as from local authorities. It also reported the sexual harassment and exploitation of local women by Israeli diplomats.

Reports have suggested that this "diplomatic chaos" is likely being fueled by Govrin's alleged disrespect for sensitive Moroccan issues, including the Western Sahara conflict, as well as his alarming lack of knowledge about the country's culture, history, and privacy policies.

A number of the Israeli consulate's officials and employees have been dismissed or asked to resign, while the consul himself is likely to be removed from his position.

The Moroccan government, which normalized its relations with Tel Aviv following the 2020 Abraham Accords, has recently enjoyed warm relations with the state of Israel, despite the growing discontent of its citizens.

At the start of the month, Govrin announced Israel's plans to build an official embassy in the country.

In June, Tel Aviv and Rabat signed an agreement allowing Israel to bring Moroccan workers into its construction and nursing sectors, despite its terrible track record of mistreating migrant workers.
