Leadership Team


      Paul Goldenberg - CEO
Paul G. Goldenberg built a distinguished career as a highly decorated criminal justice executive with extensive and broad-based experience in a wide variety of high profile and politically sensitive government and corporate environments. Mr. Goldenberg played a key role in setting domestic and international policy for the legislation and investigation of hate crimes and counter-terrorism. He is well known for his record of resolving numerous high profile and confidential matters for governments, businesses and other organizations around the world. In the aftermath of the 9-11 tragedies, New Jerseys' newly elected Governor appointed Paul to serve as special advisor to the Governors' Homeland Security/Counter Terrorism Transition Team.
Currently, Mr. Goldenberg acts as senior security and counter-terrorism policy advisor for many of the nations premier community based agencies in addition to the County Executives of America, which represents 700 of the nations largest county governments. In 1991 Paul was appointed by the Attorney General of New Jersey as Chief of the State Office of Bias Crime and Civil Affairs, this office was the first of its kind in the nation. Paul was directly responsible to the Governor and Attorney General for domestic terrorism; hate crimes intelligence, special investigations, community relations and counter-terrorism special response training (SWAT). Paul was deployed as a "troubleshooter," with full authority of the Governor to assist local government with defusing civil unrest. His office was also responsible for international law enforcement relations and civil affairs, topics for which Paul and his organization act as consultants to government, corporate, CNN and other major media outlets.

In 1995 Paul was selected as Director and CEO to lead the turnaround effort for the nations sixth largest Human Services and Corrections Department, a failing agency under state and federal investigation. The 1,900-employee organization, with nearly a billion dollar budget was to be taken over by state regulators. Within 13 months Paul had reestablished full department credibility in its programs and received full support from state and federal regulators. He established the first ever-countywide division of Special Investigations, targeting fraud within the nations' 4th largest welfare system.

Although Paul directed many other government agencies, he is best known for his work in criminal justice. During the 1990's Paul's' sensitive assignments included selection by members of the US Senates Banking Committee to act as chief investigative strategist for the US Senate "Whitewater" investigation, his responsibilities included oversight of the Senate investigation of the reported suicide of the White House Deputy Counsel.

Throughout the 1980's Paul served as lead special agent in an undercover capacity as part of the elite and renowned South Florida Special Investigations Division. Paul operated in a deep undercover assignment for over five years. Paul's accomplishments included 200 felony arrests, the breakup of a major organized crime cartel, and the recovery of millions of dollars in stolen property. For his efforts, Paul was selected as recipient of South Florida's Sheriff's Association and Departmental awards for most distinguished law enforcement official-Officer of the Year.






Richard Marks - Director

As a seasoned professional with a diverse background in asset management, security and information technologies, Mr. Marks works closely with the internal and external members of the project team to co-ordinate and manage the resources and knowledge management of the unit. Mr. Marks has assisted Fortune 100 companies in developing quality assurance programs and knowledge management systems for maximizing assets and identifying industry trends to maintain a competitive advantage for the enterprise and their valued alliances.

Rich received a MS in technology business management from the New Jersey Institute of Technology and is a founding member of the New Jersey Technology Council. Rich is a published authority on privacy and security measures and has presented at IT convocations on timely topics such as future proofing e-commerce applications and the importance of creating a knowledge management approach to business in the security, finance and insurance industries.

In response to a growing concern about bias crime, Congress recently enacted The Campus Hate Crimes Right to Know Act, In addition to the Hate Crimes Statistics Act, this legislation requires that the Attorney General establish guidelines and collect as part of the UCR Uniform Crime Report data and information "about hate crimes that manifest evidence of prejudice based on race,religion,sexual orientation, or ethnicity." Because the accuracy and uniformity of the data collected will be only as good as the reporters; Training for campus police and security personnel to identify, respond, and report on hate crimes is critical. Bias crime and incident identification training is not readily available at the local, state, or federal levels. Citing the uniqueness of bias crime and it's effect on the collage and or university community: it is apparent that training is needed to prepare campus police and security personnel to properly distinguish between bias incidents and hate crimes.

Recognizing the magnitude of complying with this legislation, In 2001 NPSLC was chosen by the International Association of Campus Law Enforcement Administrators IACLEA to develop and institute Hate Crime Prevention Training and Programs for their member Universities nationwide. As their premiere representative in this highly visible and important role, NPSLC designed and executed a well received program that reached thousands of officers throughout North America. Special emphasis was provided in developing a collection approach which exceeds merely capturing data and information, but also helps the campus community to develop strategies to reduce their incidences. Madrid - May 6, 2005 - Today, Ambassador Christian Strohal, Director of the Office for Democratic Institutions and Human Rights (ODIHR) joined the members of the NPSS Group international training team at the National Police Training Academy in Madrid, Spain in order to personally present the graduation certificates to all the senior staff of the Guardia Civil and the Police Nationale that successfully completed the Law Enforcement Officers Program for Combating Hate Crime.

 

This presentation follows the presentations that Ambassador Strohal made yesterday in Budapest with police executives having successfully completed NPSS Group led hate crimes training in that country as well.

 

Today, it is members of the national police services of Spain that are receiving their certificates for successfully completing the Law Enforcement Officers Program on Combating Hate Crimes in the OSCE Region.

 

The NPSS Group is proud and honored to have led this very important initiative for Spain's policing agencies:  the Guardia Civil and Police Nationale.
