I don't have my bible on me, it's in my room, but unless I am mistaken even the Apostle Paul said (maybe it was Saint Peter but I think it was Paul), regarding the covenants, he said it was the Israelites to whom pertain the adoption (as sons), the covenants, the glory, etc.  There again, we find Israelites according to the flesh associated with the covenants.  The adoption is an interesting word.  Abraham himself was adopted.  In Hosea, it was explained that the 10 tribes House of Israel was divorced from God, and for all intent and purposes they were no longer considered "God's people."  But there would come a time when it would be said, those who were not my people, would be sons of the living God.  The House of Israel would be "adopted" back: that is how I read it.  

I think Paul was just very deep and intense, probably thought he was simplifying things for people but in some cases he made it confusing.  I do not know if Paul knew whether Hebrews made it to northern Spain, and the British Isles, or if he thought he was preaching the gospel to everyone.  I read it, and I can see it both ways.  The way I see it, it is not up to me to say.  Salvation goes to whoever Christ gives it to.  In Christ's 1,000 year reign, he says all nations will worship him, so how else could that be unless Christianity and salvation is being offered to everyone?  

Celts and Saxons may not be the 10 tribes (I believe we are as a matter of faith, but I could be wrong). Regardless, Paul admonished his audience to not be proud or boast. He said salvation has come to the nations in order to make Judah jealous, and that God could basically cut off any branch he so chooses.  There, CI is way off the mark.  

That is my two cents.
