swine flu something is not right here

I just read the below report at the BBC website and I am little confused and very suspicious.

A deadly swine flu virus first detected in Mexico can no longer be contained, a World Health Organization (WHO) official has said.WHO Assistant Director General Keiji Fukuda said countries should now focus on mitigating the effects of the virus.
The WHO has raised its alert level from three to four, two steps short of declaring a full pandemic.
Mexico earlier said it believed 149 people had now died from the swine flu, though only 20 cases are confirmed.
The WHO's decision to raise the alert level to four came after an emergency meeting of experts, brought forward by a day because of concerns over the outbreak.

Phase 1: No viruses circulating among animals causing infections in humans
Phase 2: Animal influenza virus causes infection in humans, and is considered potential pandemic threat
Phase 3: Influenza causes sporadic cases in people, but no significant human-to-human transmission

Phase 5: Human-to-human transmission in at least two countries. Strong signal pandemic imminent
Phase 6: Virus spreads to another country in a different region. Global pandemic under way

Level four means the virus is showing a sustained ability to pass from human to human, and is able to cause community-level outbreaks.
"What this can really be interpreted as is a significant step towards pandemic influenza. But also, it is a phase that says we are not there yet," Mr Fukuda said.
"In other words, at this time we think we have taken a step in that direction, but a pandemic is not considered inevitable."
He said the virus had become too widespread to make containment a feasible option, and said countries must focus on trying to put measures in place to protect the population.
He also stressed that the experts did not recommend closing borders or restricting travel. "With the virus being widespread... closing borders or restricting travel really has very little effects in stopping the movement of this virus," he said.
The first batches of a swine flu vaccine could be ready between four to six months, but it will take several more months to produce large quantities of it, Mr Fukuda said

The reason I am confused and very suspicious is on one hand the WHO through the media is reporting that this outbreak has the potential to be a world wide pandemic and on the other hand is claiming that there is no need to restrict movement of people to affected areas becuase the flu can not be contained. Surely, rational dictates that limiting the movement of people to affected areas will slow the spread of  swine flu. Furthermore, considering the WHO's claim that a 'swine flu vaccine could be ready between four to six months'  it makes more sense to limit movement and thus slow the spread of the flu.

Yes Lindsey, the answer to the question I posed  does suggest that they want the virus to spread. However, I am acting cautiously  because at the current time I am not sure if this hole thing is a smoke screen to hide something else or if its the real deal. The tipping point for me will be two factors. I) If the death tool increases in Mexico, and 2) If the death toll starts to grow out of Mexico.

Real Possibilty. Theory of poisoned tap water:

THEY ARE GOING TO POISON THE WATER SUPPLY IN HUNDREDS OF CITIES SHORTLY.

All of a sudden I read in the mainstream press that city councils want to ban bottled water
because "tap water is better for you." LOL!!! As soon as I read that my DBS radar kicked in
and I came up with the theory of poison water.

But I guess the WEJIE PEOPLE will be safe because they have their own
Kosher Food stores???

Flu goes "pandemic" every year and kills tens of thousands. There's still nothing unusual about this flu except the attention it's getting. Gotta agree-- this is about scaring people into taking vaccines OR taking the Tamiflu/Relenza. I hope everybody knows where they stand on vaccines. Articles about the hazards of Tamiflu are out there too.

Rockclimber I am not sure what things are like where you are but there in the UK attention was never really drawn to the Bankers, rather the main blame was at the government and still is.

I spoke to my local chemist toady and asked her if she kept Tamiflu, she said she did not stock it and also added that it would do nothing against a swine flu pandemic. I am starting to think this thing will go no where big, maybe they are just testing the waters?
