Newtown Legislators All Back Privacy Restrictions On Vital Records

On Wednesday, February 20, Newtown's delegation of legislators Representatives Mitch Bolinsky, DebraLee Hovey, and Dan Carter joined members of the local town clerk's staff supporting a bill to better protect the privacy of Sandy Hook families and others following the death of a child.

A release regarding the local delegation's support was issued after several hours of testimony before the legislature's Public Health Committee

The proposal before the committee, HB 5733, would allow officials to restrict access to the death certificates of children when it is likely to cause undue hardship for the family of the child. Current law allows any adult the ability to purchase a copy of the death certificate of any resident from their municipality's town clerk.

The bill was prompted after Town Clerk Debbie Aurelia was inundated with media inquiries following the shootings at Sandy Hook, jeopardizing families' privacy and capitalizing on their grief.

"In limiting access to 'long form' death certificates, we can help shield families and victims from exploitation in cases such as the Sandy Hook massacre where children died under uniquely tragic circumstances," Rep Bolinsky said. "In addition to respectful privacy protection, this bill would act as an effective deterrent for identity theft, while still allowing for appropriate public disclosure, and I urge my colleagues in the Public Health Committee to pass it."

[I am not sure how this bill allows "for appropriate public disclosure".  Nor have I seen a single demonstrated instance of why a dead Sandy Hook child would be more vulnerable to identity theft than any normally deceased child. This identity theft policy has been thrown in to stack the deck, and to make this bill sound more reasonable, IMHO.- CM.]

"This legislation will both respect and protect the privacy of families who have suffered the unimaginable loss of a child," Rep Hovey said in her testimony. "During tragic circumstances it is imperative we have laws that show empathy for those affected while at the same time preventing unscrupulous individuals from exploiting, or profiting from, their grief. It's the right thing to do."

"We must protect the privacy of Sandy Hook victims whose death certificates contain information that will only fuel the painful media circus in Newtown," Rep Carter said. "Not only would this proposal prevent journalists from abusing the information on death certificates, such as the location of gravesites, but would reduce the threat of identity theft."

Local lawmakers joined Ms Aurelia, and Assistant Town Clerks Aileen Nosal and Renee Weimann testifying regarding the legislation.

Identity Theft And Harassment

"Since the tragic Sandy Hook shooting, I have witnessed an extreme invasion of privacy of victims' families at the most inappropriate times," Ms Aurelia testified. "I support the introduction of this bill, and I continue to advocate for even tighter restrictions on all public death records, which I believe empower identity thieves and disclose too much detail when offered freely."

Ms Weimann told the committee members that since 12/14, she has been adamant about keeping the death records for those 26 victims, more specifically the children, unavailable to the public, especially the press.

"It is my strong belief and fear that the disclosure of certain information would lead to identity theft and harassment of family members, not to mention the inevitable constant visitation of strangers to the gravesites, regardless of reason," Ms Weimann said in testimony, which was provided to The Bee. "The burial location is a place for friends and family to visit their loved one. It is a time of solace and reflection, especially for the families of those lost on December 14."

Ms Weimann, who is Newtown's administrator of vital statistics, described herself as unwavering when it comes to protecting the privacy of the 12/14 victims and the immeasurable grief and heartbreak of their families.

"The funerals were held privately for a reason, and the release of these death certificates to anyone but family members would surely negate those wishes of privacy by their families," she continued. "We must adapt to our ever-changing world. We must not only protect the innocent at all times, but in these incomprehensible circumstances, also those they leave behind. It is our duty and our responsibility."

While the proposed bill seeks to exempt the records for a period of ten years, Ms Weimann said that she would prefer to see the records subject to the same statutory access guidelines as birth and fetal death records, and to some extent, adoption records.

"In order to protect the sensitive information such as where the deceased is buried, the cause of death, birth dates, their parents' names, mother's maiden name, and addresses, to name a few, I am strongly urging you to take it further," she said. "I feel it is our responsibility to these children; yes they were all someone's child, and their families, to change the current statute, so that death records are not open to public inspection and only to immediate family members, permanently."

Ms Weimann previously said she does not know if all the victims' families are even aware of the level of access the press and others can have under the current law.

Ms Aurelia noted that since she has been in the town clerk's office the only people requesting death and marriage certificates were family related, or those performing genealogical reporting; if adopted as proposed, the legislation will not further restrict their access.

Following the public hearing the Public Health Committee will decide whether or not to advance the proposal through the legislative process. On February 22, members of the town clerk's staff will return to Hartford to testify on the issue before the Government, Administrations and Elections (GAE) Committee

Team 26 Cyclists Head To Washington DC

Before the soft click of so many rotating wheels embarked on a journey to Washington, DC, from Sandy Hook, a large rally took place at Reed Intermediate School Saturday, March 9, to send off the members of Team 26.
    The group of 26 cyclists hopes to raise awareness for gun safety legislation - specifically, requiring all gun buyers to pass criminal background checks, instituting a ban of military-style assault weapons and high-capacity magazines, making gun trafficking a federal crime, including real penalties for "straw buyers," and strengthening gun ownership restrictions for people with severe mental illness.
      A crowd gathered before the rally started at 8:30 am. First Selectman Pat Llodra asked everyone to use their own specific gifts to help elevate what is known to be right.
    "The gifts that these folks are using are their talents on a bicycle," said Mrs Llodra. "I don't have that gift, but I sure do appreciate theirs."
    Many spoke during the rally, including resident and Team 26 organizer Monte Frank, Senator Richard Blumenthal, Senator Chris Murphy, Congresswoman Elizabeth Esty, Congressman Jim Himes, who was set to ride with Team 26 for part of its journey, and Lynn and Chris McDonnell, parents of Grace McDonnell, one of the student victims on 12/14.
    As Mr Monte told The Bee recently, following the events of 12/14, "none of us slept." During one of those nights, he had the idea to organize cyclists to ride from Newtown to Washington, DC, to promote "the immediate need" for gun safety legislation.
    Congregation Adath Isreal Rabbi Shaul Praver also spoke during the event, and Newtown Congregational Church Reverend Matt Crebbin led the gathered crowd in a prayer before the cyclists began their journey.
    Rabbi Praver said he believes Newtown does not want to be remembered as a town of tragedy, but the town is dealing with it in the best and most creative ways it can. After addressing what the Second Amendment means and his respect for it, Rabbi Praver said, "We just want our society to be safer."
    Mr Frank spoke after Rabbi Praver.
    "I'd like to introduce America to the Connecticut effect," said Mr Frank, referring to his fellow riders, all wearing green and white jackets. "...Not only are we not going away, we are growing stronger."
    Together, he said, the Team 26 will fight to reduce gun violence.
    "We respect the Second Amendment, but if we are going to have a serious conversation about it, then the starting point needs to be that the right to bare arms is not unlimited," said Mr Frank, "that reasonable restrictions are both constitutional and necessary."
    Mr Frank also said America needs to end the epidemic of gun violence.
    "We are Team 26," said Mr Frank. "We are about to embark on a journey from here to Washington, DC, and we are going to have a rolling rally all the way down. 
    The journey will take Team 26 to another rally in Ridgefield at Veterans' Park Elementary School, hosted by Representative Himes and First Selectman Rudy Marconi. Rep Himes and Bethel First Selectman Matthew Knickerbocker road with Team 26 from Newtown to Ridgefield.
    Team 26 plans to arrive in Washington on March 12 at 1 pm, for a press conference at which the Congressional delegation will welcome the riders.
    Among the 26 cyclists are professional, top amateur, and masters cyclists from throughout the Northeast. Three members of the riding team are from Newtown, including Mr Frank, Bill Muzzio, and Chris Peck. Two of the riders have children who went to the Sandy Hook School and the team includes parents, teachers, a Newtown police officer and a Vietnam veteran. The team also includes a former US National Team member, Canadian National Team member, Masters National Champion, and State and Regional Champions. Throughout the journey, the riders will be accompanied by a Newtown police motorcycle with stops in cities and towns along the way.

Columnist Mike Lupica, a long time hack sports writer for the NY Daily News, has published a 'report', supposedly from one of the Connecticut State cops, saying 'they' supposedly found a 'spreadsheet' that belonged to Adam Lanza, keeping a detailed report on contemporary serial killers, a 'scorecard', and the number of their victims...Supposedly, 'Lanza' was also 'video game obsessed'.

The Connecticut cop who supposedly was the source, gives no details, basically says nothing of substance...Lupica says the cop talked to somebody at a conference of cops down in New Orleans.

You know, in my life, I've repeatedly heard the phrase 'they said' when discussing a variety of news events with Joe Six pack...After a while, I started asking 'But ,who are THEY?'

Anyway, Lanza supposedly destroyed his computers and hard drives with a hammer, but now they find a spreadsheet?

The upshot of this is a number of Congressman, including Jay Rockefeller, are now calling for a 'ban on video games'.

The handling of the scene:   In a real situation with a shooting and mass casualties, ambulances would have been rushed to the doors of the building, EMT workers would have entered immediately, checked on the status of each victim, placed them on a stretcher and rushed them to a hospital, even if they couldn't get a pulse.  There would have been efforts to save them.  There were none.  That defies logic.

They would have never allowed bodies to remain in the building overnight.  It is unprecedented.  No explanation was ever given for this but how can one not conclude that they were hiding the fact that no bodies needed to be transported anywhere because there were none.

The quick conclusion that Adam Lanza was a lone killer: Announcements were made by Vance very early on about the lone gunman.  This was before any investigation took place.  This also defies logic.  How could they possibly have concluded so definitively that one person was responsible for this?  That would never happen in a real situation, yet no one questioned it aside from alternative media and bloggers.

Media Fakery: Many of us have made videos showing that they clearly used green screens in much of the footage and I wouldn't doubt if it was used in ALL of it. They can control the scene that way.  The helicopter footage shown from that day – I believe that footage was shot at an earlier time and that it was recorded from a drill.

The famous shots of the kids being evacuated and the teachers running out of the building were also taken at a different time, the same day as the drill mentioned above since the clothing was the same.

*Update 3/29/13 to include two more photos.  So, there were FOUR photographers and a video producer at that spot and they ALL happened to capture the McDonnels moment of grief.  My original post on this is here.

Above are the  famous shots of the families crying and hugging outside of the firehouse.  There are 3 photographers credited with the McDonnell shot.  Are we really to believe that all of them captured that at the same time?  It's not logical or possible.

There are lots of examples of media fakery.  I won't go into the victim's happy looking, smiling families because everyone has seen them.  Something is clearly off about their behaviors.  No one would behave that way in that situation so this is another big indication that it's not real.

Families set up memorial donation pages immediately: No one who truly lost a child would even consider setting up a Facebook page on the day of the tragedy but that's what happened here.  The Parker's friends set up a page before there was even word on the status of everyone in the school. Whomever is behind this was sure to start raking in the cash from the earliest possible moment and it seems that it's been effective.

Connecticut task force was set up very quickly:  We all know how slow our government works to get anything done, yet within a month of the shooting a multi-effort task force was organized with key people appointed ready to go and meetings have already begun to discuss gun control, mental health and school security.  I believe this had to have been arranged in advance because it's all a little too smooth and too quick.

In line with the task force goals, every single family has been spewing the same exact lines from day one "we need gun control, mental health reform and school security"  Every single one of them.  It's all too perfect.

The school itself:  I can't prove this but I can't help but wonder about the building.  I believe it could have been shut down years ago due to the condition of the roof, the parking lot, no sign of any activity, no flyers on the doors, signs, Christmas decorations and things one would expect to see at an elementary school.

It has the setting for a municipal building – a parks and recreation complex, water treatment or testing facility, or something like that.  The long road leading to the building isolates it.  It's not safe and it's not practical.  A school should have more than one entrance and exit.  There's no reason why there wouldn't be an exit at the back of the building from Crestwood Drive, which is right there.

There's no history available, no photos from the construction, no old yearbooks, no old articles about the school.  Well, there is reference to "Sandy Hook School" but nothing that confirms "12 Dickinson" and the two different spellings of the road bother me.  We're missing something.

Sandy Hook fire house: As much as the school bothers me, so too does this fire station.  I wrote a recent article about this.  I don't believe that building was an active fire house.  I believe they altered it and essentially converted it to a fire station.  The 9 bay doors at the station are inconsistent with what one would expect to find in a small town.  There shouldn't be a need for that many bays.  The Newtown fire station only has 4, they are in an old building and have been searching for a new location for many years.  It doesn't make sense that Sandy Hook would have such a huge station. I believe they needed a place to stage this and this was a perfect location, near that old building.

The move to Chalk Middle School:  The idea to move the 600 students to Chalk school was reportedly thought of the very day by the town selectman in Monroe. The town officials from both towns met the very next day to discuss use of the building.    Think about this ...  the day after a brutal, horrific massacre.  Again, this is not logical.  Nobody would be able to pull themselves together to even begin to think about what to do about the students. This was two weeks before Christmas.  Had this really happened they would have put everything off until the first of the year, given the kids, the school officials, the town officials and everyone involved time with their families.  School isn't that important!

They reportedly had the school ready to go by the first of the year, including all required renovations, busing changes, cafeteria workers, cleaning people, new principal  hired, snowflakes on the windows!

There are a few possible likelihoods here.  Either they had it preplanned (so they knew there would be an "event" and need to move the students) or the students were already attending Chalk Hill or (my best guess) there never were 600 kids to move because they weren't attending that large building.  Maybe there is/was a smaller Sandy Hook school somewhere nearby.  This would explain why no one ever saw anywhere close to 600 students that day.  or maybe it was even part of the fire house and that is why they showed the kids lined up there for their drill and why the white sign was in front of the station and there's always a school bus there.

Inconsistent stories: There are so many.  I'll list a few of the main ones.

1. Dawn Hochsprung was interviewed by The Bee even though she was supposed to be dead.  They retracted it several days later, but how could this happen?

2. Nancy Lanza was a Kindergarten teacher at the school; later – no one had ever heard of her.

3. Gene Rosen had 6 kids in his driveway but those same kids were allegedly picked up by a woman and driven to the police station...only there were 5 of them in this version. Gene states that the parents picked the kids up there.  The parents of Aiden Licata state that they picked him up at the police station and also that they found him at the fire station.

At the time that Rosen was allegedly with the kids, he was seen in video at the fire station so what's going on with this story?

4. The glass was broken out by Lanza,  then "glass was broken by police".

I won't go on but there's a very long list of inconsistent contradictory statements.

No information about the people transported to the hospital: We have yet to receive names of the two kids and two adults who were taken to the hospital.  We have never been given the name of the little girl who walked out of the school covered in blood.  Was she not taken to the hospital?  Why wouldn't she have been taken to the hospital?

People involved are all interconnected: The Halsteads have 3 family members with the fire department, one with Sandy Hook School and the town clerk is engaged to the fire chief. The town clerk doesn't want anyone to have access to the children's death certificates even though they are public records and we are entitled to them.

The same few people who allege to be associated with the school have been interviewed over and over.

Many of the people who have spoken up about or written letters in support of gun control or mental health reform have criminal records.

Some of the families have multiple AKA's associated with their names and very suspicious looking backgrounds.

Real estate oddities:

I noticed early on that 12/25/09 appears as the sold date on the majority of the homes in the area.  The only explanation given by the clerk's office is that they got a new computer system on that date but that doesn't explain why some of the properties do not have that date, such as the Lanza's.

Several properties on Riverside were listed for sale just after the shootings; one of them the day after.  All of them are in foreclosure now.  Two of them are directly across from the fire station. Coincidence?

The Pozner's home has been abandoned, is being gutted and is in foreclosure. The Gays listed and sold their home in January.

There's no Google street view for any of the side streets throughout Newtown and Sandy Hook and the imagery is old, most of it from '08 or '09 and it's blurry and dare I say some of it looks photo-shopped or manipulated.  This isn't normal.

Very little information on the Lanzas: I've searched for information on Peter and Nancy Lanza and I've found very little.  I'm not finding any birth certificates, marriage certificates, work information, etc.  I found more information on the father of Peter Lanza, Peter Salvatore Lanza and I believe he existed.  I found lots of old census records and past addresses.  One thing that's odd though, his obituary from 2010 was entered in "Find a grave" on 12/16/12, two days after the shootings.  Why would someone enter that then?  Also, Peter didn't marry Shelly Cudiner until recently, so why is she included in the obituary (from 2010) with family?  I understand they were said to have been dating for 3 years, but would anyone include a girlfriend of a child in an obituary?  That doesn't make sense to me.

I've found even less information on Nancy (Champion) Lanza.  There is only one Nancy Jean Lanza in the country, living in Florida and too old to be THE Nancy Lanza.

I can't find any record of a Peter J. Lanza with the birth date recorded in People Finders.  I did find a Peter J. Lanza, Boston College yearbook photo (1967).  Since the father was from Haverhill, Mass it would make sense that he could have a son attending Boston College but the photo doesn't match and he would be older than what's been reported.

There is a Kingston census record but this is odd too.  It lists Peter J. Lanza, Nancy J. champion, not capitalized and why is it her maiden name?  All the other listings are married names.  It also lists Adam, no Ryan.  I don't know that I trust this document.

Based on the fact that the only photos of the Lanzas appear to be photo-shopped, we have never seen an interview or even a Star or Enquirer photo of Peter Lanza since this happened, added to the sketchy records on them, I just don't believe they existed.  They may have been created from other people's records.  I will change my position on this when I see Peter J. Lanza present day, not just more, questionable photos but a live interview.

There's much more but I'll stop here.  I'm writing this from the perspective that I believe there were no victims, there is no Nancy, Peter, Adam or Ryan Lanza, the school probably was not operational at the time of the shootings, no kids were moved to Chalk Hill, and most (if not all) of the photos and video we saw that day were made in advance with green screen technology.  Unless I see evidence to suggest otherwise, this is what I believe.  I completely understand that many of you have different theories about it and that's fine.  I could be wrong but this is what makes sense to me at this point and believe me, I've spent many, many hours looking at all of this.

They can only win if they achieve their goals.  If Americans refuse to go along with all of this, they will have accomplished nothing. So we must oppose all gun legislation, mental health reform and increased security in our schools.  We don't need it.  We don't want it.  Leave us alone.

Yeah, this video quite reasonable: From jump street I felt there was something wrong in Sandy Hook, like that movie 'The Stepford Wives' where everything looked normal on the surface, but all the wives were witches or something in reality.

This whole town had something off about it: It was a little too perfect, everybody making money, living in nice houses, kids going to soccer and choir practice, BUT NO ONE TALKS AND NO ONE SEEMS TO REALLY KNOW ANYBODY ELSE...Now, this is quite normal for a modern suburban type community, spread out etc., but it's also a perfect place to stage an event like this: lots of people get a few bucks for doing this and that  in the production, the government officials get raises or more funding, maybe the funeral parlor sells a bunch of caskets, the florist sells wreaths; sound far  fetched?...What's not hard to understand is if you live there, and INTERFERE with the production of the 'docudrama' you might have some problems: maybe lose a job, have some problems with municipal regulations on your house, get shunned by elements of the community, maybe just have some official 'talk' to you, all this...You might even have an accident driving your Hyundai one night on on of those dark Connecticut roads if you are too hard to convince.

And maybe you live there and just SUSPECT something is not right: well, better off just keeping your mouth shut.

See, DHS have a big fookin' checkbook, and a production job like this, hell, it costs maybe a couple of million, tops...It's all a big drill, and the people up there are told 'It's our secret' but it's for 'national security and your protection'...And nobody opens their mouth, because too many people in on the play...Just shut your mouth, it will all blow over, let US handle it. 

I liked what the guy said about the original 'Arab spring' events, too...I followed the Egyptian demonstrations for about the whole 3-4 weeks they were happening, closely, and they were a true reflection of popular discontent, but these things can also provide an opportunity for the PTB to change things around a bit and get a better grip when all is said and done.

UK & the US, seems to me like THEY really have created a 'snitch' society, and they have the media power to reinforce it.

What you post here, about the properties, might be a key to the whole dirty deal...In every criminal production, and 9-11 being a textbook case, there is always property involved, whether destruction of the property for insurance or other purposes, seizure for sundry purposes, or a forging or altering of deeds, mortgages etc.

Look, if you have something terrible happen to your family, you may wish to sell your house and move elsewhere, new start...But, FORECLOSURE, if you don't rectify it with the bank, you lose all equity and get nothing.

NEWTOWN, Conn.—Since the Dec. 14 massacre at Sandy Hook Elementary School, parents and pundits have debated what to do with the building itself—with ideas ranging from remodeling the school and building a memorial to the 26 victims to razing and rebuilding the school in another location.

Late last week, a task force composed of 27 Newtown officials charged with figuring out the future of the school and its students met here for the first time, establishing a set of ground rules and a timeline for delivering recommendations.

"There is no road map for this kind of process," Newtown First Selectman Pat Llodra said Friday during the first of five scheduled meetings, according to the Newtown Bee. "We come as elected representatives faced with a significant, serious challenge."

The group hopes to deliver a plan to the Board of Education by May 3. The Harwood Institute for Public Innovation, a Bethesda, Md.-based consulting firm, is assisting with the proposals.

Sandy Hook Elementary School has remained closed since the shootings, with students attending classes at Chalk Hill School in nearby Monroe.

A set of 10 principles were presented by the task force, based on private meetings with parents and school officials:

    • Do not redistrict Sandy Hook School students.
    • Locate the school in, or "immediately proximate to," Sandy Hook.
    • Ensure enough land at the site for a school, playground, parking lot and ball field.
    • Allow faculty/staff's perceptions and emotional status to influence recommendations.
    • The emotions and perceptions of victims' families and survivors are considered "very influential."
    • The opinions of Sandy Hook parents and community must be considered.
    • The location and site must be compatible with safety expectations.
    • Students should be returned to Newtown "as soon as good planning can allow for."
    • Both short-term and long-term thinking should guide site selection and building design.
    • Positive and negative physical attributes associated with the chosen site should be considered (for example, Dickinson Drive, the Sandy Hook firehouse and the Children's Adventure Center.)

The group hopes the process will "lead to a finished school [that] embodies hope, learning, healing, and a caring community," according to a summary distributed at the meeting.

The task force said it is considering 40 possible sites for the new Sandy Hook Elementary School, including the current location, Llodra said.

"The most important thing is that we don't get redistricted," Peter Baressi, a first responder and father of a Sandy Hook first-grader, said. "We are part of Newtown."

Baressi continued: "Chalk Hill has been very good. However, it is not an elementary school. We know this process takes a long time. We have to act fast to get our kids back to an elementary school."

The task force cautioned that it would take compromise in order to achieve that goal.

"There's no solution that's going to be 100 percent acceptable to any population," Llodra said. "There's no perfect solution here. The perfect solution for the town of Newtown would be if this didn't happen to us."

It would be hard to compound the tragedy of the Newtown school massacre, in which 20 children and six school employees died, but a misbegotten proposal aimed for the Connecticut Legislature would do just that.

The bill, created without serious legislative consideration or public hearings, would severely restrict public access to information on those murders. It was negotiated in private by the offices of Gov. Dannel Malloy; the chief state's attorney, Kevin Kane; and lawmakers — all in the name of minimizing the anguish of Newtown's grieving families.

Sensitivity to the families' concerns does not justify a gross overreach that would curb access to the kinds of police records to which the public has a right. According to The Hartford Courant, which discovered the secret proposal last week, the police and any government agency would be empowered to prevent the public release of photos, digital and audio recordings, death certificates — even 911 emergency calls, which are now routinely available — without the consent of victims' families.

The measure, written without the knowledge of the state Freedom of Information Commission, would stop the release of essential information that the public and government leaders need to know in considering how to prevent crimes and to understand how law enforcement responded.

The plan is perplexing, since Mr. Malloy and other state officials had earlier complained about the authorities' slow release of information on Newtown. Mr. Kane, the chief prosecutor, originally wanted the bill to restrict information on far more crimes. Under current practice in the state, according to The Courant, police do not release graphic photos of crime victims, and those that arise in criminal trials are not usually published by the media.

The proposal raises grave concerns about whether parents' sensitivities could block the release of such things as private journals kept by the Newtown shooter, Adam Lanza. After the Columbine, Colo., school shootings in 1999, local officials fought against the release of the killers' journals; those journals eventually provided valuable insight into the shooters' thoughts.

Connecticut lawmakers should not be rushing to enact restrictions on public information that were produced in secrecy. Surely, Mr. Malloy and other officials will show more sense than to accept this misguided idea.

A black iron fence is expected to soon replace the concrete barriers and orange traffic cones erected to block the Dickinson Drive entrance to the now-vacant Sandy Hook Elementary School.

The school has been closed since Dec. 14, when a gunman blasted his way inside and killed 20 students and six educators. In the plans to demolish the 56-year-old building and replace it with a new facility on the same property, the current driveway to the school will no longer be used for anything but emergency access.
