Chemical plants just keep exploding in China

One might think that, when a chemical plant explodes, other plants would make improvements to prevent it re-occurring, but the damned plants just keep on exploding in China.  Wonder why?

An explosion has been reported at a chemical factory in Fushun, Liaoning province, in northeast China. The cause of the blast is under investigation, CCTV reported.

It comes just three months after explosions at a chemical warehouse in Tianjin killed over 160 people and injured 700 others.

And still chemical plants are exploding in China.  Wonder why.  Could it be sabotage?  And, if so, by who?

A major blast at a warehouse storing hazardous chemicals in Tianjin, also in the country's north-east, happened in August. More than 170 people were killed and nearly 800 injured in a series of explosions. Staggeringly high cyanide levels were registered in the area following the incident.
