   civil governors of individual towns, who managed tax collection and

Looks like Ottoman royalty has gained foothold in Washington DC during
the Barack Husein Obama Presidency. They could very well become the new
IRS Czars. All that is needed is the implementation of Sharia Law and
the annihilation of the last remaining Christians from positions of power.
