Turkish army officers said they seized power in the country as warplanes flew over the capital and tanks blocked roads in Istanbul. Prime Minister Binali Yildirim said his government is still in control and will resist.

The military said in an e-mailed statement that it took power to restore freedom and democracy. It said all international agreements will be honored. It wasn't clear whether the whole army was involved.


The state-run broadcaster appears to be in the control of the rebel officers and broadcast a declaration of martial law. It said the government had lost its legitimacy and been overthrown.

But elected officials said a faction of the army had illegitimately attempted to seize power and will be resisted. President Recep Tayyip Erdogan's office said in an e-mailed statement that the army's action wasn't authorized by its top commanders. Erdogan's own whereabouts weren't immediately clear, but there was gunfire around his palace in the capital, Ankara.


Turkey's lira plunged as much as 6 percent against the dollar, the most since 2010.


Since 1960, the NATO member has experienced at least three takeovers by the secular-minded army. But since the Islamist-rooted Ak Party government came to power in 2002, the political influence of the military has been trimmed.

The coup effort won't be permitted to succeed and will be repulsed "very soon," Yildirim told NTV television. He said army units have besieged "some institutions." Police, traditionally closer to his government than the army, have been ordered to use arms if necessary.

CNN Turk television said that police fired at a military helicopter in Ankara. It wasn't immediately clear how much of the country is under military control.

U.S. Secretary of State John Kerry said in Moscow that the U.S. hopes there will be peace and stability in Turkey.

  "The Turkish Supreme Board of Judges and Prosecutors (HSYK) laid off
   2,745 judges and removed five members after an extraordinary meeting on
   Saturday, which came after a failed coup attempt by the Gülenist Terror
   Organization (FETÖ), while 11 prosecutors, 10 Court of Appeals members
   were arrested, and arrest warrants were issued for 140 others.
   
   Some members of the state council who have connections with the FETÖ
   terror organization were also detained, according to the Anadolu Agency.
   
   Some 541 judges were from courts of first instance among the total
   2,745 judges who were laid off, while the remaining 2,204 judges were
   from courts of original jurisdiction.
   
   At least 1,563 army personnel, including give generals and 29 colonels
   were detained across Turkey on Saturday according to the Interior
   Ministry, after a bloody coup attempt by the FETÖ terror organization,
   headed by U.S.-based preacher Fethullah Gülen, who is said to have
   infiltrated Turkey's state apparatus with thousands of followers in an
   effort to overthrow the democratically elected government.
   
   As a result of the attempted coup, 161 people were killed, including 41
   police officers and 47 civilians, while over 1,154 people were injured.
   Some 104 pro-coup figures were also killed. "

   Obama recently stated that what must be supported is the
   "democratically elected government of Turkey". Now there is footage of
   Turkish people going against tanks and the military. The mosques
   exhorted the people to go out to the streets and chant "Bismillah!"
   ("In the name of Allah), the very Mark of the Beast that we have been
   warning you about. What is going to happen? These are all the right
   ingredients for a populist roar on the part of Erdogan. Erdogan has
   already said:

    "Go to the streets and give them their answer ... I am coming to a
      square in Ankara. ... This was done from outside the chain of command
     ...Those who are responsible, we will give them the necessary
      punishment"


   These are the words of Islamist populism, and its only the incipient
   stage for absolute Islamist despotism. Erdogan also stated:

     "I urge the Turkish people to convene at public squares and
      airports. I never believed in a power higher than the power of the
      people."


   Again, this is the language of populism; the use of the masses for the
   glorification of one man in whom they perceive to be a salvation for
   the people.

   Erdogan will come out and declare that it was "the people" who want him
   and who went against the coup. Erdogan will use the coup to establish
   full scale absolute tyranny and sharia law. The United States will
   allow Turkey to implement Islamism. If Donald Trump wins (and I believe
   he will), he will have an isolationist policy that will turn the other
   way (and will probably provide support in some indirect way)  as Turkey
   controls the Muslim world. Mike Pence, Trump's VP pick, is very
   pro-Turkey, so much so that he rejected — and encouraged other
   Republicans to do the same — a bill that would recognize the Armenian
   Genocide, in which millions of Christians were slaughtered by the
   Turkish Ottoman government. Genocide will be done by Turkey in the
   midst of Western silence; millions of Christians will be massacred. The
   horrors of the anti-Christian Genocide once done by Turkey will be
   conducted in the future.

   What is happening in Turkey is a Reichstag Fire. I believe this was
   planned out by the Turkish government in order to enflame the zeal of
   the masses so that they can get behind Erdogan, and they will support
   his tyranny with embracing arms, as a madman feels justified in his
   madness. "

   turmoil.  Turkey has ordered a HALT to US air strikes against ISIS from
   Incirlik airbase and has cut electricity to the base.
   
   The US is reminding Turkey that under international law the cutting of
   power and blockading embassies or bases is an act of war.
   
   Turkey also claims this military Coup was planned by a guy named Gulen,
   who resides in Pennsylvania, and Turkey also stated emphatically that
   "any nation which shields Gulen is at war with Turkey."  A direct
   threat of war to the US!
   
   In the meantime, President Vladimir Putin has ordered the organized
   EVACUATION of Russian citizens from Turkey - a rather ominous sign
   given the lousy relations between those two countries after Turkey shot

      The power has been cut to the base, not in any act against the US
      or other NATO forces there. It was actually the lead base for coup
      aligned fighter aircraft. The Turkish airforce use it in
      conjunction with the USAF and other NATO forces (particularly
      special forces aircraft).
     
      So the USAF and others ended up in a situation yesterday where anti
      Erdogan flights were taking off from their own airbase whilst they
      sat and watched.
     
      There was frantic behind the scenes activity asking the Erdogan
      Turks not to hit the base in response for fear of hitting US
      aircraft and crews.
     
      This was why they went to force protection delta yesterday (I was
      discussing this with a USAF Colonel who leads F-16 flights out of
      there)
     
      The basic compromise was for Erdogan to cut power to the base to

Egypt blocks UN call to respect 'democratically elected' govt in Turkey

   The United Nations Security Council failed on Saturday to condemn the
   violence and unrest in Turkey after Egypt objected to a statement that
   called on all parties to "respect the democratically elected government
   of Turkey," diplomats said.
   
   The US-drafted statement, seen by Reuters, also expressed grave concern
   over the situation in Turkey, urged the parties to show restraint,
   avoid any violence or bloodshed, and called for an urgent end to the
   crisis and return to rule of law.
   
   Statements by the 15-member Security council have to be agreed by
   consensus.
   
   "We proposed different language that respects democratic and
   constitutional principles but the Americans refused to engage," Egypt's
   UN Ambassador Amr Aboulatta told Reuters.
   
   Diplomats said Egypt asked for a call for all parties to "respect the
   democratically elected government of Turkey" to be removed from the
   draft statement, saying the council is "in no position to qualify, or
   label that government - or any other government for that matter - as
   democratically elected or not."
   
   After the United States and Britain objected to the proposed change to
   the text, Egypt proposed that the council call on the parties in Turkey
   to "respect the democratic and constitutional principles and the rule
   of law," diplomats said.
   
   Negotiations on the text ended at this point, diplomats said.
   
   The Egyptian Foreign Ministry said that it was "surprised that its
   proposed amendment was not taken up, and with the claim that it is
   obstructing the release of the statement."
   
   Turkish forces loyal to President Tayyip Erdogan largely crushed an
   attempted military coup on Saturday after crowds answered his call to
   take to the streets in support of the government and dozens of rebels
   abandoned their tanks.
   
   Egyptian President Abdel Fattah al-Sisi is a former general who
   overthrew elected President Mohamed Mursi, of the Islamist Muslim

  "United Nations (United States) (AFP) – Egypt on Saturday blocked a
   United Nations Security Council resolution backed by the United States
   condemning the attempted coup in Turkey, diplomats said, though Cairo
   denied the move.

   
   The United States, following consultations with officials from key NATO
   ally Turkey, had proposed a draft statement calling on "all parties in
   Turkey to respect the democratically elected government of Turkey."
   
   But Egypt, currently a non-permanent member of the Security Council,
   objected, according diplomats. An Egyptian diplomatic source, however,
   denied that Cairo had blocked the resolution.
   
   "This is a process that requires consensus," he said, adding that Egypt
   agreed to the "overall objective of the statement" that condemned the
   violence and called for restraint.
   
   "We proposed to call on all parties to respect the democratic and
   constitutional principles and rule of law," he said, rather than the
   initial wording calling for respect for the "democratically elected
   government."
   
   Egypt's relations with the government of President Recep Tayyip Erdogan
   have been particularly tense.
   
   Erdogan supports the Muslim Brotherhood of former Egyptian president
   Mohamed Morsi, who was deposed by the Egyptian army in 2013.
   
   The Turkish leader has denounced that move as a "coup d'etat," drawing
   the wrath of the Egyptian general behind the ouster, Abdel Fattah
   al-Sisi, who is now president.
   
   During the UN debate, Egypt argued that it was "not for the Security
   Council to decide whether the government is democratically elected,"
   and it demanded that the relevant language be deleted, a diplomat said,
   speaking on condition of anonymity.
   
   Despite US insistence, Egypt would not budge.
   
   Turkey and several Security Council members including the United States
   worried the statement would have been too weak without wording
   explicitly supporting the Turkish government.
   
   "So there won't be any statement," the diplomat said.
   
   Such Security Council resolutions require unanimous approval from the
   15-member group.
   
   The brief draft statement had "condemned the violence and unrest in
   Turkey and stressed the urgent need for an end to the current crisis
   and return to the rule of law."
   
   It called on all parties to "show restraint and avoid any violence or
   bloodshed."

  "BRUSSELS — Secretary of State John F. Kerry said NATO will be
   scrutinizing Turkey in coming days to ensure that it fulfills the
   alliance's requirements for democracy and the rule of law following a
   failed coup attempt.
   
   "NATO also has a requirement with respect to democracy," Kerry told
   reporters after European Union foreign policy chief Federica Mogherini
   warned Turkey not to execute coup plotters. She noted that countries
   with the death penalty cannot join the European Union, as Turkey, a
   NATO member, has sought to do.
   
   State Department spokesman John Kirby said that while NATO will be
   watching Turkey carefully, "it's too soon to say that their membership
   is at risk."
   
   Kerry said Turkish Foreign Minister Mevlut Cavusoglu has repeatedly
   assured him that the government will respect democracy and the law.
   Kerry warned that NATO will "measure" its actions.

   "Obviously a lot of people have been arrested and arrested very
   quickly," Kerry said. "The level of vigilance and scrutiny is obviously
   going to be significant in the days ahead. Hopefully we can work in a
   constructive way that prevents a backsliding."
   
   Friday's attempted coup in Turkey has turned what was expected to be a
   routine meeting of the European Council into crisis management.
   Virtually every diplomat attending the meeting expressed concern, even
   alarm, over the Turkish government's arrests of thousands of judges and
   members of the armed forces in a purge that continued Monday.
   
    Many Europeans fear that the crackdown could unleash a new wave of
   
   refugees fleeing persecution in Turkey. It also threatens a recent
   agreement in which Turkey agreed to take back some Syrian refugees, a
   policy aimed at reducing the number of Syrians crossing the
   Mediterranean to Greece. But the crackdown could prompt refugees to
   argue that they would not be protected in Turkey and should not be sent
   back.
   
    For the E.U., Turkey's position on the death penalty is a key
   indicator of human rights and rule of law.
   
   On Sunday, President Recep Tayyip Erdogan told crowds of supporters
   demanding the death penalty for coup plotters that Turkey's parliament
   should consider reinstating the practice it abolished in 2004.
   
    Virtually every diplomat attending the meeting issued a stern warning
   to Erdogan.
   
    Austria's E.U. commissioner, Johannes Hahn, said Erdogan's crackdown
   "is exactly what we feared." He said the arrest of thousands of judges
   over the weekend looked "like something that had been prepared."
   
    French Foreign Minister Jean-Marc Ayrault warned Erdogan against
   growing more "authoritarian."

    "We must be vigilant that Turkish authorities don't put in place a
   political system which turns against democracy," he told reporters.
   
    And Jean Asselborn, the foreign minister of Luxembourg, said relations
   between Turkey and the E.U. could be "destroyed" if Erdogan overreaches.
   
    Following a breakfast meeting with the E.U. diplomats, Kerry said the
   United States still has received no formal request for the extradition
   of Fethullah Gulen, a Turkish cleric residing in the United States whom
   Erdogan has publicly blamed for the attempted coup.
   
    As he stated over the weekend, Kerry said the United States would
   consider a formal request but that it must meet U.S. legal standards.
   On Monday, Kerry explicitly said Turkey must send "evidence," not
   allegations.
   
    "What we need is genuine evidence that withstands the standard of
   scrutiny that exists in many countries," he said.
   
    "And if it meets that standard, there's no interest we have of
   standing in the way of appropriately honoring the treaty we have with
   Turkey with respect to extradition. We've never had such request. We've
   never had such evidence. We're doing nothing whatsoever to stand in way
   of legitimate process which respects the treaty."
   
    Concerns over Turkey overshadowed the debut of Britain's new foreign
   secretary, Boris Johnson, on his first assignment abroad since last
   month's vote to leave the European Union led to a new government.
   
   Johnson, a flamboyant politician who led opposition to E.U. membership,
   arrived late Sunday, after his Royal Air Force plane had to make an
   emergency landing to deal with a technical problem.
   
    His fellow diplomats were expected to be warily sizing him up, since
   he has mocked many of them. But on arriving Monday, he adopted a
   conciliatory tone.
   
    "The message I'll be taking to our friends in the council is that we
   have to give effect to the will of the people and leave the European
   Union, but that in no sense means that we are leaving Europe," he told
   reporters. "We are not going to be in any way abandoning our leading
   role in European cooperation and participation of all kinds."

Here's Why Erdogan Is Cozying Up to Putin
Turkey is trying to mend fences with Russia to contain Iran, fight the
Islamic State, and improve its standing in an evolving Middle East.

   Turkey's push to make nice with Russia, as it did this week with
   Israel, is part of Ankara's drive to shore up as many friendships as it
   can throughout a region roiled by the Syrian civil war and the rise of
   Shiite Iran.
   
   And, like Turkey's reconciliation with Israel, better ties with Russia
   could jump-start stalled energy projects in Turkey, from a huge natural
   gas pipeline to a $20 billion nuclear power plant.
   
   The deadly suicide bombings Tuesday at Istanbul's Ataturk Airport,
   which experts blame on the Islamic State, and which left 44 dead and
   hundreds hospitalized, have underscored Turkey's need to rebuild frayed
   friendships to bolster its domestic security.
   
   "The Istanbul attack, I think, increases the urgency of normalization
   for Turkey," said Soner Cagaptay, the director of the Turkish Research
   Program at the Washington Institute for Near East Policy.
   
   Relations between Turkey and Russia — which just two years ago were on
   track to morph into a "strategic partnership," fueled by
   multibillion-dollar energy deals — went into deep freeze last November,
   when a pair of Turkish jets shot down a Russian plane that violated
   Turkish airspace near Syria. Since then, Russian restrictions on trade
   and travel have hammered the Turkish economy, the energy projects have
   been iced, and the Turkish military has been effectively locked out of
   northern Syria, where the Islamic State still has a stronghold.
   
   This week, Turkish President Recep Tayyip Erdogan offered a written
   apology to Russian President Vladimir Putin for the jet incident, and
   two days later, Russia responded by rescinding its travel ban. That
   puts the two countries on a path to normalize relations, much as Turkey
   did this week after a six-year spat with Israel over the latter's
   attack of relief flotilla headed for Gaza. Erdogan described the olive
   branches to both Israel and Russia as a "win-win" for all countries.
   
   The driving force behind Ankara's diplomatic push is the disintegrating
   security situation in the eastern Mediterranean and wider Middle East
   and the need to assemble a stable of like-minded countries that could
   act as de facto partners in the fight against the militants operating
   throughout the region.
   
   The Syrian civil war, more than 5 years old, has created a safe haven
   for a terrorist group that has repeatedly struck at soft targets in
   Turkey, as well as in other cities in Europe. The war has also flooded
   Turkey and other countries in Europe and the Middle East with hundreds
   of thousands of displaced Syrians.
   
   At the same time, Iran has thrown off years of economic sanctions and
   international isolation — thanks in large part to a nuclear deal inked
   with the Obama administration — and is making a bid to restore its
   regional leadership by pushing back against Saudi Arabia, the
   standard-bearer of Sunni Islam. Tehran has actively backed Bashar
   al-Assad's regime in the Syrian war and is supporting groups in Yemen
   fighting against the Saudis. At the same time, Iran is working overtime
   to restore its oil industry to the days of glory, boosting production
   and exports in an open challenge to the Saudis for leadership of OPEC.
   
   "Turkey's main driver of the reconciliation is the need to contain the
   expansion of Iran's hegemony in the Middle East," said Michael Tanchum,
   an expert on energy and geopolitics in the region.
   
   "The reconciliation with Russia is one component of a larger Turkish
   strategy that includes restored cooperation with Israel and deepening
   strategic cooperation with Saudi Arabia and Qatar," he added.
   
   But Turkey's also got some domestic reasons to bury the hatchet with
   Moscow. Erdogan, with aspirations to be a strong national leader, has
   struggled to crack 50 percent in any national vote; burnishing his
   strongman credentials requires defeating both domestic and
   international terrorist groups that have sown havoc in Turkey in recent
   years, namely the Islamic State (also known as ISIS) and Kurdish
   militants known as the PKK.
   
   Ankara's decades-old Kurdish problem has only gotten worse due to the
   Syrian civil war and the seven-month spat with Russia. Moscow is arming
   some Kurdish militant groups fighting in Syria, and many in Turkey feel
   the PKK, which had Marxist origins, could end up a Russian proxy, which
   would make it much harder to stamp out at home.
   
   "Turkey wanted to delink the Kurds and Russia, and to do that, they
   needed to make up with Russia," Cagaptay said.
   
   And now, the Islamic State has become a much bigger priority for
   Turkey, after years of halfhearted efforts to combat the group. The
   terrorists have launched more than a dozen attacks in Turkey, most
   recently the triple suicide bombing this week at Istanbul's main
   airport, which Turkish officials said was carried out by men from
   Russia, Uzbekistan, and Kyrgyzstan. The Islamic State has thousands of
   recruits from Russia and former Soviet states, and terrorism experts
   note the so-called "Uzbek battalion" is one of the group's toughest.
   
   The problem is that since last November, after the shooting down of the
   Russian jet, Turkey has been all but blocked from carrying out military
   operations in northern Syria, making it harder for Ankara to tackle the
   Islamic State at its source.
   
   "If Erdogan now wants to go after ISIS infrastructure in Syria, he
   needs Russia's blessing, so this makes Turkish-Russian reconciliation
   even more necessary," Cagaptay said.
   
   The question is whether warmer ties between Ankara and Moscow will be
   enough to resuscitate the huge energy deals that were the linchpin of
   the strategic partnership the two announced in late 2014. That included
   a big natural gas export pipeline, dubbed "Turkish Stream," from Russia
   across the Black Sea to Turkey. The two are also working on a $20
   billion Russian-built nuclear power plant, Turkey's first, that could
   help meet the rising demand for electricity.
   
   "Russia needs to finish constructing the Akkuyu power plant as a
   showcase to preserve its global market share in civilian nuclear
   technology from advancing Chinese competition," Tanchum said. Russia's
   state-owned nuclear power firm, Rosatom, has landed scores of deals all
   over the world, from Hungary to Jordan to Vietnam, but has struggled to
   actually build the expensive power plants. Meanwhile, China is building
   more nuclear reactors at home than any other country and is eagerly
   eyeing the export market.
   
   The future of Russian-Turkish gas cooperation is a little trickier.
   Turkish Stream seemed destined to feed only the Turkish market, rather
   than serving — as Moscow once hoped — as an export conduit to the wider
   European market. But Turkey has also tried to reduce its heavy reliance
   on Russian energy, especially natural gas.
   
   That's one reason the rapprochement this week with Israel raised hopes
   around the region: Israel is looking for buyers for the gas from its
   big offshore gas fields, and Israeli Prime Minister Benjamin Netanyahu
   has stressed the role Israeli energy exports can play in cementing
   regional peace
, especially with Turkey.
   
   "I think Turkey has learned a lesson about over-reliance on Russian
   energy," Cagaptay said.
