Steele dossier a discreditation document from Donnie-boy?

Looks like the Steele dossier may have been a discreditation document, planted by Donnie-boy.  Looks like he created a fake document, and then, when people began to cite the Steele dossier, he knew that he could discredit them, because he knew that the document was a fake - prepared by and/or for him.  Very deep trickery, it looks like.
