Similarity between Protocols & PNAC Policy

i had never seen the Protocols of the Elders of Zion until i heard about it here or at DBS & did a web-search.

at first it seemed a little like a parody - because of its similarity to the way history turned out, and also because of the similarity to some of the PNAC documents and other documents that have come from the Zionist think-tanks and societies.

anyway, i did a websearch.

another website that says "The story of the Protocols starts with a chapter in a novel called "Biarritz" ", in other words, the text was expropriated from a work of fiction & used for political purposes.

so, was there a document like the one at Jew Watch, that was distributed at the first Zionist Congress
in 1897 ?
