SCN (Secure Community Network) is part of the Jewish community's response to heightened security concerns in the United States.   Working in cooperation with major American Jewish organizations, SCN has two main functions:   (1) rapid information sharing in crisis situations and (2) enhancing security at Jewish organizations and institutions to protect against terrorism and other threats.
 
Through SCAN, the organized Jewish community has established a coordinated approach to critical safety and security needs, including expeditious, proactive planning and establishing common standards for improving security at the national and local levels.  SCN professionals offer expertise, guidance and assistance to Jewish organizations and institutions about protection against terrorism and other threats.
 
SCN maintains close working relationships with federal, state and local law enforcement agencies, intelligence and counter-terrorism units, and others who provide advice on security and safety matters. SCN also maintains contact with major Jewish communities worldwide to share information and experience and to maximize resources.

They discussed the "concerns the community has over the spike in incidents" directed at the Jewish community in recent months, said SCN national director Paul Goldenberg. "The last six months have been extraordinary months for the Jewish community."

Among the incidents Goldenberg is referring to are the plot to bomb a Riverdale synagogue, the killing of a Wesleyan University student allegedly by a killer carrying anti-Semitic literature, the killing of a security guard at the U.S. Holocaust Memorial Museum and a suspect in the shooting at a Little Rock military recruiting center also planning to target Jewish sites.

"We talked about continued cooperation," said Goldenberg. The department "has been working side-by-side with SCN to share intelligence information."

WASHINGTON D.C.-Leaders of the Secure Community Network (SCN), under the auspices of the Conference of Presidents, representing 52 national Jewish organizations and United Jewish Communities, representing 157 Jewish Federations, met with Department of Homeland Security Secretary Janet Napolitano on Wednesday to discuss general security concerns as well as those more specific to the Jewish community and pledged continued support of DHS's renewed focus on engaging the private sector in working towards a safer and more secure nation.

Last week, during a speech at the Council on Foreign Relations, Secretary Napolitano outlined DHS' commitment to engaging the private sector and creating a "culture of preparedness."

"SCN's primary mission since its founding nearly five years ago has been to instill a 'culture of security awareness and preparedness' among our member organizations and the American Jewish community at large," said Alan Solow, Chairman of the Conference of Presidents.

In recent months, the Jewish community has been impacted by several incidents stemming from a wide range of extremist ideologies. In May, a plot by domestic terrorists to bomb synagogues in the Riverdale section of the Bronx was thwarted by a joint task force of NYC and federal law enforcement agencies. In early June, law enforcement officials reported that the suspect arrested for a shooting attack at a Little Rock military recruiting center had also conducted research on Jewish institutions in several U.S. cities as targets for a possible attack. And most recently, a gunman with ties to white supremacist groups opened fire at the United States Holocaust Memorial Museum in Washington D.C. killing one security guard. All of this followed on the heels of the tragic murder of a bright, young Jewish Wesleyan University student, gunned down by another anti-Semitic killer, one who thought it was "okay to kill Jews."

"The Jewish community has long recognized the ongoing threat and security concerns that affect our community," remarked SCN co-chairs Stephen Hoffman and Malcolm Hoenlein, who were two of the architects of SCN. "DHS has been a long-standing partner of SCN and the Jewish community and together we have established a coordinated, community based effort and approach to security and preparedness."

Earlier this year, the DHS Office of Bombing Prevention partnered with SCN and delivered a series of security awareness training & surveillance detection web seminars to hundreds of Jewish institutions nationwide. In response to incidents on the ground in Chicago and Connecticut, DHS dispatched security specialists and trainers to deliver security programs to provide important awareness and response training to assist organizations with enhancing their security posture and staff preparedness in the aftermath of security related incidents.

SCN presented Secretary Napolitano with a special plaque, recognizing her leadership in building and supporting public-private homeland security partnerships. Several other DHS staff members, including Bill Flynn, Director of the Protective Security Coordination Division, were also recognized for their commitment and support of security and training programs SCN and DHS have developed and presented to communities across the country.

"Bill has been a real champion of partnering with organizations such as SCN to ensure that DHS programs and training reach communities at the local level where they are needed most," reported Paul Goldenberg, SCN National Director, who has worked with Flynn and his staff for several  years."The unfortunate reality is that the Jewish community remains a primary target of domestic terrorism and extremism and we as a community must confront this reality through a coordinated, cooperative approach to security."

SCN was created in 2004 by the Conference of Presidents and UJC as a central address to liaison with DHS and other federal law enforcement agencies and advise Jewish organizations on matters of communal safety and security.

NEW YORK (JTA) -- Despite concerted global efforts in the aftermath of the 9/11 attacks that have disrupted plots and constrained al-Qaida and other terrorist groups' capabilities to strike the United States, our nation and our community in particular face a persistent and evolving terrorist threat, primarily from violent Islamic extremists, but also from lone wolves, white supremacists and others that espouse hate and embrace a range of extremist ideologies.

In just the past several months, our nation has faced a range of complex and dynamic threats from terrorism. Networks linked to or inspired by al-Qaida in Pakistan, Yemen and other hot spots continue to train operatives and plot attacks against the United States. Additionally, we have seen firsthand that we are not immune to the emergence of homegrown radicalization and violent extremism.

In 2009, the exponential increase in domestic plots in the U.S. put the threat of homegrown terrorism on center stage. In a recent speech, Department of Homeland Security Secretary Janet Napolitano remarked, "Home-based terrorism is here ... and like violent extremism abroad, it is now part of the threat picture that we must confront."

As Jewish communities begin preparations and celebrations for Passover, we must remind ourselves to remain cognizant of the current security environment and remain vigilant, particularly when there is a need for a balanced approach to securing our institutions, agencies and organizations over coming the holiday.

This approach should not be just about employing more security guards or buying more technological equipment. It is about approaching security in a different, more comprehensive manner. It is about building a culture of security. It is about ensuring that the one person accountable for your institutional security is trained and tested. It is about considering the realm of possible threats and developing proactive solutions, testing your emergency plans through tabletop exercises and ensuring that you have active shooter and evacuation measures ready to be implemented.

It is about training all new and current staff on how to identify suspicious persons and report activities before they occur. It is about forming partnerships with your local, state and federal law enforcement agencies to give others a stake in ensuring that all that can be done is done.

When organizations commit time and resources to a serious focus on security, they can minimize risk and create tangible value. A thoughtful security infrastructure supported by dedicated, energetic staff will offer an additional layer of defense against the potential for attack or disruption.

Never before has confidence in security been more critical. Homeland security for Jewish institutions has emerged as an unprecedented concern. The United States is engaged in a war against terrorists who want to attack Americans and Jewish targets here at home. Unfortunately, some institutions and organizations still fail to demonstrate sufficient urgency, focus and attention to safeguarding against the heightened risk facing the community.

The threat is not restricted to high-profile cities such as New York and Washington, D.C. In fact, tighter security measures in those cities may convince terrorists to seek softer targets in less-prepared and populated areas of the country.

Complacency is a challenge we all face, but at this time of increasing uncertainty, we need to ensure that security remains an ongoing process. At SCN, we realize that each person working, volunteering and or participating in the organized Jewish community -- at a synagogue, JCC, federation, day camp or social agency -- is the critical ingredient in securing our community. Who that person is, what that person thinks and how that person reacts may make the difference between calm and calamity.

As our communities have come to know, credible information and information flow is the lifeline during a crisis, disaster or threat situation. Knowing when and where to evacuate during a disaster, and whether a shooting at a synagogue is an isolated attack or part of a larger operation are just some of the scenarios that impact our facilities and communities.

During a threat or crisis, Jewish leaders are required to make decisions that can impact an entire community. Rarely do incidents of this nature remain isolated events. The Jewish community has been forced to spend millions of dollars on security equipment, guard protection and other security expenditures to create safer, more secure facilities and communal places.

Terrorism-related events targeting synagogues or other Jewish organizations create a ripple effect that impacts the entire American Jewish community. Sending children to Jewish day schools and synagogue services, or enjoying recreational activities at Jewish community centers are all decisions that may well be predicated on a terrorist threat or incident, and the ability to make an informed assessment and decision based upon the best available information we have during the current situation.

That is why the community has come to rely on SCN communications: "The process of providing our community with information that serves to reduce anxiety and fear as well as provide suggestions for planning that will assist the public in responding appropriately to some crisis (or impending crisis) situation."

Our nation and community will continue to face complex and dynamic threats from extremism and terrorism. The immediacy of the threat of terrorism provides the American Jewish community with a compelling incentive to take awareness, preparedness and resiliency efforts seriously. But our response will be appropriate and measured, devoid of the fear that terrorism seeks to instill.

The announcement of a thwarted terrorist attack against Jewish synagogues in the Riverdale section of the Bronx highlighted two important issues that have emerged clearly in the new age of terror since September 11: extraordinary law enforcement cooperation and investigative operations can disrupt potentially devastating homegrown terrorist attacks in the homeland; and the terrorist threat in America remains real, particularly for American Jews.

The alleged terror plot to bomb the synagogues using improvised explosive devices raises many concerns, most notably the feasibility of such an attack. The four suspects arrested on May 20 reportedly conducted surveillance of the Jewish institutions and identified specific targets for attack. The criminal complaint alleges that the suspects "photographed several synagogues and Jewish community centers in the Bronx and elsewhere for consideration as possible targets in a planned terrorist bombing campaign." Had the suspects been able to acquire actual explosives and escape the detection of law enforcement, the morning news story could have been one of catastrophe and extreme devastation for the Jewish community.

While many Jewish organizations have taken remarkable steps to secure their institutions — installing cameras, access control systems and other technological security equipment — it is only through the integration of the human dimension of security, specifically training and exercises, that organizations can truly test their emergency plans and ensure that their staff members can respond properly to a crisis or disaster. The middle of a disaster is no time to test your plans.

Security is everyone's responsibility. By engaging staff and employees and equipping them with the appropriate knowledge and skills, organizations can create a force multiplier. Staff members can contribute to their own safety and security and that of their organizations, visitors and guests.

Realistically, we must anticipate that the next plot may already be in the works, and next time we may not be so lucky as to have an informant infiltrate and ultimately disrupt a very real, homegrown terrorist attack. The Federal Bureau of Investigation, the New York Police Department, and several other state and local law enforcement agencies are to be commended for their actions. In turn, we must do our part to get to know and assist our local law enforcement partners, train our staff, and do all we can as individuals and as a community to contribute to the safety and security of our institutions.

If there is one message I can convey, it is that the North American Jewish community cannot afford to let down its guard at any time in the near future. The world has changed; unlike previous periods of history, fortress America is a bygone era. We are, however, a strong, resilient community, and there are many measures we can and must implement to safeguard our most precious assets, our people.

We must make every attempt to approach this balance between security and openness in a spirit of calm and professionalism. The American Jewish community, in particular, is mindful of the need to balance vigilance and a determination to maintain the open, supportive atmosphere which represents the very purpose of our places of worship.

How is it possible for, theoretically, the richest nation in the world (now the nation with the biggest debt in the history of mankind), with tens of thousands of schools, libraries, newspapers and a relatively easy life sans hunger pangs that are felt in a majority of people around the world, to produce the entire generation of home grown world terrorists, I am referring to American Neocons along with Israeli Neocons, and to cause such destruction in the world, in broad daylight & for decades, that both America and Israel are considered pariah nations in Europe, Africa, Asia and the of course the Muslim world?

These war criminal Neocons have not only fooled the American simpletons for 60+ years but have also produced two more generations of more Neocons in the form of their children example: Michael Ledeen and his children Simone and Gabriel Ledeen, equally vicious, doubly duplicitous, now continuing to fool the American simpletons to go into new wars of aggression, illegal under international law, say, as against Iran.

One can't blame one person for this malaise as the real culprit is the "dumbing down", lowered standards, complete lack of critical thinking skills and really the closing of the American mind; thus the charade of the American and Israeli Neocons continues on unabated and unchecked whose loyalties are not with America but with the foreign country called Israel and without any internationally recognized borders even after 60+ years and waste of over a Trillion dollars to prop this beast in the heart of Arabia on top of Palestine.

These American and Israeli Neocons are not for democracy, or nation building or an honourable peace with the Palestinians, but their aim is to continue on with the rabid mad dog ethnic cleansing programme of Palestinians by unholy Israel. And all the while they are pushing America and the world over the cliff without even an iota of concern for the lives of others. Such are the ways of the sociopaths. Yes, America is in the bloody hands of the American and Israeli Neocons.

They may change colours and may change governments/administrations and may even change countries and jump between serving in the Israeli government or the American government but they still remain Neocon sociopaths.
