Angleton and the Media

If Angleton did have dealings with Bob Loomis, that would hardly be extraordinary, Angleton was famous for having strong contacts in the media. His most famous and overt asset became Edward J. Epstein, one of the first people to publish a book (Inquest) criticizing the methods of the Warren Commission. At the time, it's difficult to suggest that Epstein was a willing, witting asset of the intelligence community. But with his later books, starting with Counterplot and with nearly all that followed, the influence of the (J-Tribers) CIA and Angleton in particular became more and more evident. After Angleton's death, Epstein openly admitted his long relationship with Angleton  <$> .  Some in the research community are certain Epstein switched sides only after Inquest was published.  But other early researchers claim they had their doubts about Epstein even before his first book was published, and suspected him of being an infiltrator in their midst. While his book is extremely readable, well-written and clear about the case, his conclusions don't go very far (like 9/11, Anthrax and Arabs).  He concludes, essentially, that some evidence was not available or not made clear to the Warren Commission, hence the problems we find today. But curiously he protects the identity of Ray Rocca (mentioned only as "R.G. Rocca") and his conclusions served to do what Angleton tried to get Allen Dulles to do with the Warren Report: leave the door open to possible conspiracy. By the time his second book was written, Epstein had clearly been brought into the intelligence fold, possibly by Angleton or Rocca or some other member of the counterintelligence staff. I suggest Rocca because he may well have met him during the writing of his first book, as Rocca was extremely involved with the Warren Commission's investigation. And as we saw earlier, Rocca also had an intense interest in Garrison's case, and had members of his staff monitoring the case and suggesting strategies

Whatever his relationship with Epstein, Angleton's dealings with other journalists as well did not go unnoticed. According to Carl Bernstein's landmark expose of major media's cooperation with the CIA, Angleton's contacts with journalists were not limited to passing propaganda:

James Angleton... ran a completely independent group of journalist-operatives who performed sensitive and frequently dangerous assignments; little is known about this group for the simple reason that Angleton only kept the vaguest of files.

James Angleton and his wife Cecily were on their way over to see Mary Meyer when word of a murdered woman came over the radio. Cecily had a premonition that the woman killed had been Mary. After confirming that indeed, Meyer had been killed in a strange incident (the murder remains unsolved), the Angletons continued to her home. James Angleton needed to retrieve something from the murderd woman: her diary.

Meyer had told two friends of her liaison with Kennedy, and of a diary she kept.  She told James and Ann Truitt that she wanted to she her diary to her son when he became of age, and that the diary had information regarding her liaison with Kennedy. In the aftermath of Meyer's death, the Angletons, Tony Pinchot Bradlee, her husband Ben Bradlee, and Cord Meyer searched the house.  Tony found the diary locked in a steel box with hundreds of letters. She gave it all to Angleton, who later told James Truitt he had taken the diary and related papers and burned them.

In a similarly strange scenario, after Win Scott's death in 1971, according to Scott's son Michael, Angleton hopped a plane to Mexico so hurriedly that he was detained for failing to bring a passport or visa. Angleton came to Win Scott's family demanding that the manuscript Scott had been working on during the last years of his life. The manuscript was, essentially, the story of Scott's career in intelligence. The manuscript had a full chapter on Oswald's visit to Mexico City (about the same time as Castro's visit to Mexico City  <$>  ) that contradicted in parts the CIA's record of Oswald's visit. The family found the manuscript after several days, accompanied by a note from Scott to Helms saying, "Dear Dick... I am coming to Washington bringing the manifest. You may delete or destroy it in its entiret. Win."  Angleton also collected all CIA materials Scott had kept at his home and in his personal safe. Goodpasture told Gunn that she thought Angleton and Win Scott "were friends from maybe WWII days."  According to Cleveland Cram, Scott and Angleton were "very close collaborators". Was Angleton afraid Scott might have something incrimminating relating to the Kennedy assassination that might come out after his death?   <$>

for a CIA-trust Bank. This was three days before de
Mohrenschildt would met with Vice-President, Lyndon Baines

Edward Jay Epstein


Edward Jay Epstein was born in 1935. An early critic of the Warren Commission, he published Inquest: The Warren Commission and the Establishment of Truth in 1966. In the book Epstein accepts that Lee Harvey Oswald was guilty of killing President John F. Kennedy. However, he is not convinced by the "single-bullet" theory and believes that there is evidence to suggest that more than one gunman was involved in the assassination.

Iin 1977 George De Mohrenschildt approached Epstein complaining that he was short of money. Epstein offered him $4,000 for an interview. During their talks De Mohrenschildt admitted that in 1962 he had been contacted by J. Walton Moore, who was employed by the Central Intelligence Agency in Dallas. De Mohrenschildt was asked by Moore to find out about Oswald's time in the Soviet Union. In return he was given help with an oil deal he was negotiating with Papa Doc Duvalier, the Haitian dictator. In March 1963, De Mohrenschildt got the contract from the Haitian government. He had assumed that this was because of the help he had given to the CIA.

On 29th March, 1977, Epstein and De Mohrenschildt, broke for lunch and decided to meet again at 3 p.m. George De Mohrenschildt returned to his room where he found a card from Gaeton Fonzi, an investigator working for the Select House Committee on Assassinations. George De Mohrenschildt's body was found later that day. He had apparently committed suicide by shooting himself in the mouth.

In his book Legend: The Secret World of Lee Harvey Oswald (1978) Epstein argued that Oswald was a KGB agent. Much of the book is based on interviews with James Angleton and Yuri Nosenko. HAITI

INTRODUCTION

By 1985, the cartels began to seek additional transit points for cocaine coming to the United States. A natural candidate was the island country just south of the Bahamas - Haiti.

Haiti is a particularly appealing option for drug traffickers because of its location, its weak and corrupt government, and its unstable political situation. The Island of Hispaniola on which Haiti is located, is on the most direct route - barring transit of Cuba - from Colombia to the United States. Haiti has harbors and inlets which afford excellent protection to drug smuggling vessels. Moreover, the Haitian Air Force has no radar facilities and does not routinely patrol Haitian airspace. Drug planes can take off and land freely at any of the island's numerous secondary airstrips.

Since the day of "Papa Doc" Duvalier, Haiti's government has been notorious for its corruption. The Duvalier family and their associates profited enormously from the protection of many illegal enterprises, including narcotics trafficking. However, until 1987, most of the drug smuggling through Haiti was conducted by individual transportation' organizations which made their own arrangements with the Haitian government officials.

THE COLOMBIANS MOVE IN

Following the departure of Baby "Doc" Duvalier and the presidential elections of 1987, the Colombians took advantage of the complete breakdown of government institutions and began to move into the country in force. They focused their efforts on corrupting key military officers who were in a position to assure that there would be no interference with their operations.

According to DEA intelligence, the number of Colombian narcotics traffickers residing in Haiti has been growing daily and the narcotics organizations are now using Haiti as a base of operations, storage site and staging area. In addition, these organizations are buying up legitimate businesses to serve as front companies for their smuggling operations. Once having gained access to local commerce, they then focus on corrupting public officials to protect their interests.

The Subcommittee heard a detailed account of the process the Colombians used to establish themselves in Haiti from Osvaldo Quintana, a Cuban-American who became involved in drug smuggling from Haiti to Miami. Quintana later testified about his experience before a Federal grand jury in Miami. He explained that the Colombians established a working relationship with Colonel Jean-Claude Paul by working through a Haitian named Cardozo. The Colombians agreed to pay Colonel Paul, the commander of the Desallines Barracks, for protection and for the use of runway on his ranch for cocaine flights. Command of the Desallines Barracks allowed Colonel Paul to play a pivotal role in Haitian politics because this force is the elite unit responsible for the protection of the Presidential Palace. Colonel Paul's influence was very much in evidence during the 1987 election, when much of the violence was attributed to soldiers and security officials known as Tontons Macoute acting under his direction.

According to Quintana' the payoffs to Paul were to be made by Cardozo on a shipment by shipment basis. In October, 1986, Colonel Paul became dissatisfied with the amount of money he was receiving and seized a shipment of drugs in protest. The Colombians investigated the seizure and found that their middle man, Cardozo, had been pocketing most of what they thought he had been paying Colonel Paul. The Colombians sent a team of gangsters to Haiti and brought Cardozo back to Colombia, where they brutally beat him for his "theft". The money was repaid and Paul's demands were satisfied.

Quintana also told the Subcommittee about the efforts Colonel Paul, his wife Marie Mireille Delinois, and his brother made to establish their own cocaine distribution system in Miami. Roger Biamby, a Haitian community leader in Miami, told the Subcommittee that Colonel Paul and other military officers owned ships which sailed between Miami and Haiti carrying cocaine.

Quintana's testimony coupled with that of other witnesses led to the indictment for cocaine trafficking of Colonel Paul and his wife by a federal grand jury in Miami. However, once indicted, they could not be prosecuted because there is not an extradition treaty between the U.S. and Haiti. Further, the Haitian constitution in effect at the time prohibited the extradition of Haitian nationals.

Richard Holwill, the Deputy Assistant Secretary of State in charge of Caribbean Affairs was questioned by the Subcommittee on the decision to go forward with the indictment and the issue of coordination between the Departments of State and Justice. He said that the extradition issue and the problem of actually bringing Colonel Paul to trial in the United States was not fully resolved in the pre-indictment meetings between State and Justice.

Confronted with a situation where an important military official with a central role in the Haitian government was protecting the narcotics trade, the United States tried to pressure the President of Haiti, Leslie Manigat, to have Colonel Paul removed from the military. However, a coup drove President Manigat from office on June 20, 1988, and Colonel Paul continued to play a prominent role in the armed forces.

Political chaos continued after the first coup which placed General Henri Namphy at the head of the government. On September 18' 1988 a second coup removed General Namphy and brought Colonel Prosper Avril to power. Avril was installed as the new President and Colonel Paul was finally forced to resign. On November 7, 1988, Colonel Paul was found dead. His wife, Marie Mireille Delinois, under indictment in Miami for drug dealing, was detained by Haitian authorities as the murder suspect.

THE MIAMI CONNECTION

Roger Biamby testified that government officials in Haiti use a Miami branch of the Tontons Macoute to terrorize the local Haitians into cooperating with smuggling operations. Biamby said that the Miami based Tonton Macoutes are controlled by Lionel Wooley, a Haitian national residing in Miami's Little Haiti. According to federal law enforcement officials in Miami, Wooley's gangsters protect crack houses and crack processing plants. They protect the drug shipments, the cash proceeds from drug sales and they insure the silence of the Haitians who have been used to unload drug shipments from the boats on the Miami River.

DEA's OPERATIONS IN MIAMI AND IN HAITI

The Miami police and Drug Enforcement Agency have had great difficulty in development of prosecutable cases against the principal Haitian traffickers in Miami. In order to penetrate the close-knit Haitian society, the authorities rely on wiretaps, informants and undercover operations. However, law enforcement agencies employ a limited number of French-Creole speaking officers, and undercover operations have been limited as a result. DEA regional chief Tom Cash testified that DEA operations in Haiti were also affected by this problem.

In Haiti, DEA participates with a Haitian surveillance unit in watching the Port au Prince airport. However, according to testimony before the Subcommittee, the drugs rarely come through the airport, but are instead moved by private ship and plane through other transshipment points. Even if the surveillance provided useful information, U.S. Attorney Gregorie argued that Haiti lacks an honest police force and army to make arrests and punish offenders. Moreover, when Haitian authorities seize drugs from traffickers, the smugglers are not only set free, but the narcotics, instead of being destroyed, are often re-sold by the authorities. In characterizing the Haitian governmental structure, Deputy Assistant Secretary of State Holwill observed that ". . . there is no central government . . . no judicial system . . . and the local army commanders function as feudal lords."

The weakness of governmental institutions in Haiti has made it extremely difficult for the DEA to carry out its mission. The DEA regional chief, Tom Cash, testified that his agency had developed a joint DEA-Haiti Narcotics Center for Information Coordination. He then conceded that because there are no corresponding institutional structures-such as a navy or coast guard-to tackle the narcotics problem, the information center didn't mean much. He acknowledged, DEA efforts in Haiti are "rudimentary at best."

CONCLUSIONS

There is little hope that serious inroads can be made into the Colombian narcotics trafficking through Haiti until legitimate democratization efforts are undertaken. As long as the Haitian military continues to control virtually every government institution, including the Judiciary and law enforcement agencies, the cartels will continue to operate unchallenged in that country.

However, there are steps which could be taken to make it more difficult for Haitians to run their cocaine distribution networks in the United States. One of these might include an immediate review by the Department of State of visas which have been granted to Haitians residing in Miami who are suspected of being involved in the d rug trade. For example, two witnesses identified Lionel Wooley as running the Tontons Macoute in Miami and controlling a major cocaine distribution network. He resides in Miami on a U.S. issued visa. His case should be carefully reviewed to determine whether he has committed acts incompatible with his immigration status.

In addition, a major effort should be undertaken by drug enforcement agencies to train specialists in the Haitian dialect. There are few law enforcement officials with this skill, which has been a major obstacle to developing effective intelligence operations directed at the Haitian distribution networks.

Direct, government-to-government assistance, with the exception of humanitarian assistance provided through private and voluntary agencies, should continue to be prohibited to Haiti until legitimate democratization efforts are underway.

A most plausible story...IMHO... of course Angleton always looked for evidence of American leaders "rocking" the "International Jew Boat".  He also worked closely with Corisican and Italian mobsters (Lucky Luciano) as an OSS station chief in Italy during and just after WWII. He had lived in Italy for several years as a teenager and likely knew of old drug trade routes through the Mediterranean hence he helped Father the "French Connection" as a young man. He also engineered a lot of "hits" in Greece in 1947. --CSR

Barr was the father of Scott McClellan who was President Bush II spokesman. Who Killed Kennedy an A&E presentation in 6 parts was produced by a British firm which found out many of the details. The night before the assassination of JFK, J. Edgar Hoover flew in from Washington to Dallas and met Johnson and Richard Nixon at the home of Clint Murchison, an oil tycoon. After the meeting Lyndon Baines Johnson told the Irish maid, "Those Kennedys' will never bother me again." He was afraid Bobby Kennedy was going to indict him for his Billy Sol Estes criminal activity. JFK had fired Allen Dulles as head of the CIA which infuriated the Ivy League establishment. JFK had issued US Notes instead of the privately owned Federal Reserve Notes which caused his father to warn JFK that he would be killed for not letting the bankers of the Federal Reserve get interest. The Federal Reserve is owned by Jewish bankers in Europe and US, the Rockefellers (Baptists), Rothschilds, Goldman Sachs, Warburgs and Schiff's (Gore's daughter married into this family and now he has $100 million after being a pauper).


 

WHY DID US GOVERNMENT EXECUTE PRESIDENT KENNEDY?

Simple answer. Treason. In August 1962, a Soviet source indicated to CIA chief Jesus Angleton that the Soviet leadership was receiving very secret information from U.S. sources. The CIA started giving 12 slightly different version of their briefings daily to key US leaders and in this way discovered in December 1962 that President Kennedy was the source of the leaks. At the same time a personal friend of Angleton indicated that Bobby Kennedy had developed a personal relationship with a Soviet agent Bolshakov. Angleton then tapped Bobby Kennedy's phones and in February 1963 intercepted a call between Bobby Kennedy and Bolshakov. During the course of this taped conversation it became clear that the President and the Soviet Premier had been in contact through the medium of Bobby Kennedy and a KGB agent. A comment from the Russian indicated that his information could only have come from CIA briefing papers which indicated to Angleton that the Kennedys' were engaging in treasonable activities and had severely compromised a number of CIA operations and agents throughout the world.


 

Angleton was devastated as he was friends with the Kennedys. He then started analyzing Kennedy whom Jesus Angleton said approved the Bay of Pigs invasion but then dropped it out of moral weakness refusing to give USA fighter support. JFK then attacked the CIA by firing its head Allen Dulles and others and accused the CIA of bad faith and duplicity. The gravest charge against JFK is that he did not remove the Soviet missiles from Cuba but removed ours from Turkey.


 

After a month of meetings the CIA ruled out removing JFK for high treason by impeachment as too many CIA secrets would be revealed. An assassination seemed to be the only way to rid USA of a traitor president and a plan was developed. Shooting JFK while sailing was ruled out because his wife and children might get hit. His doctor was ruled out because he was unstable and would have to be killed later. The only solution was to shoot JFK in public with the great possibility shooters would be captured and shooter being linked to CIA so it was decided to engage the entire US government in the assassination plan to end the most serious threat to US security in decades.

 

The official CIA folder on the JFK assassination was named "Operation Zipper". This document and comments by R.T. Crowley, the CIA agent in charge of the plan are the source of the plan's contents. Crowley had mob contacts in Chicago and contacted Sam Giancana, Chicago mob boss, who even though he hated the Kennedys did not want his Sicilian Mafia to get implicated. He suggested the Corsican Mafia. Lebanese were ruled out because their dark swarthy complexions would not blend into Dallas easily. Cubans were ruled out as too volatile and inclined to emotional excesses. It would be Corsicans in Marseilles then not Beirut that would supply the killers.


 

Early in March 1963, CIA Director John McCone began his delicate contacts. FBI was first and J. Edgar Hoover and his top aide William Sullivan agreed to the plot on March 4. On March 13 and 15 contacts were made with Walter Jenkins and Abe Fortas, aides of vice-president Johnson who was a timid participant. March 28, McCone and Angleton conferred on how to engage the military. April 9, Angleton contacted the liaison to the Joint Chiefs of Staff, Lt. Colonel Bevin Cass who got the Military to participate. In the middle of April Chicago Mafia Boss, Sam Giancana advised that a team of assassins had been assembled for $100,000 each for four killers. The overseer of the plot was William King Harvey, former FBI agent and head of the Berlin CIA base. Angleton contacted Israeli intelligence for help in eliminating the assassins after the deed was done. Binjamin Bauman was sent to him July 3 and briefed on entire plan, a former member of the Stern gang controlled by Menachem Begin. JFK was unpopular in Israel as he tried to stop Israel from getting the atomic bomb. A safe house was to be set up in Maryland where the assassins would be killed, their bodies dissected and stuffed into pots of crabs who would eat the bodies. The remainder bones would be dumped in the ocean as bones do not float.


 

In September 1963, it was announced JFK would visit Dallas in November so that was the place where it was decided plot would be done. The Corsicans of Marseille, France would be flown to French speaking Canada at the end of October and met by the Mafia and driven over the Windsor, Ontario bridge into a Detroit Mafia safe house from where they would be flown in a private aircraft to Dallas. Corsicans were never told they were working for the CIA but thought it was a Mafia job. Weapons for the plot were obtained by Sam Cummings, a CIA agent and head of INTERARMCO a CIA subsidiary in Warrentown, Virginia . He specialized in gun running for the CIA. Sam obtained two silenced .38 caliber pistols, two 7.65-mm surplus Argentine army Mausers and a specially constructed .223-caliber rifle, which was cut down and modified from a standard NATO weapon. Special bullets for this .223 rifle, filled with mercury and designed to explode when entering a body were manufactured and accompanied the weapon.


 

A check of CIA records for Dallas located the names of several persons of interest to the agency. One was Lee Harvey Oswald, the returned defector on the FBI payroll and the other with whom the CIA had extensive and documented dealings. This was the Baltic aristocrat George De Mohrenschildt born of lesser Russian nobility and having served in the Polish calvary. He had met Oswald by accident while mixing in the Russian community as Oswald's wife was Russian. He became Oswald's mentor and lover. When George passed on the information that Oswald had obtained a job at the Texas Book Depository on October 16, the CIA noticed the building was on the Kennedy parade route. CIA now viewed Oswald as the perfect patsy as he had been vetted as a Cuban and Russian communist sympathizer and had a job high up over the parade route. Oswald, George and Jack Ruby were all homosexuals.


In the first week of November the assassination team was flown from Detroit to Dallas and spent two weeks checking the entire presidential route. It was finally decided to use the Book Depository as one base as it had bushes on the grassy knoll and spacious railroad yards behind the knoll picket fence where one could easily escape.

The final assassination team consisted of:

    A shooter in the Texas Book Depository, sixth floor.

    A shooter in the ornamental bushes just before the underpass.

    Two English speaking personnel in suits and equipped with false law enforcement identification in the railroad yard behind the second shooter.

It was later reported that if anyone tried to investigate or interfere with the escape of the shooter, the two false law enforcement agents would be able to display their identification and deflect pursuit.

George De Mohrenschildt learned one week prior that Oswald had a rifle and knew where it was located. Oswald was a bad shot with a rifle, the Warren Report to the contrary and had never fired the rifle. George was shot to death in March 1977 just prior to his appearance at a Congressional committee as was Sam Giancana in June 1975 prior to his appearance at a Congressional committee. Kennedy's lover was murdered in DC because she was telling everyone that the CIA murdered JFK. Of the four Corsican assassins, three vanished after being escorted to a private plane by Israeli Bauman on November 22, 1963 at 2:30pm at a Dallas airport. They were informed by Bauman that they would be flown to New Orleans where David Ferrie would fly them to a safe house in Maryland. They were never seen again so the crab pot scenario probably was made a reality when they arrived in Maryland with David Ferrie who knew of the plot when he lived in New Orleans and was working with Guy Bannister, a former FBI agent who sheep dipped Oswald as a Castro sympathizer.. The fourth shooter Lucien Sarti behind the picket fence who ended JFK's life somehow escaped and took a commercial bus to Mexico City where he was shot to death in 1972 in a drug raid by Mexican police. The name on his French passport was: Guidobaldo Fini. Lucien Sarti was born in Corsica but ended up in Marseille as a hit man for the Mafia. Russian sources say CIA searched Europe for Sarti to kill him but never found him. British producers on A & E production found one of his associates Christian David in a French jail and interviewed him and confirmed Sarti was behind the picket fence. Details below. Jack Ruby lived a block from where officer J.D. Tippett was shot on November 22 and was a driver shepherding the assassins around Dallas.

 

Most of the plot here explained was taken from, REGICIDE by Gregory Douglas who was given the Operation Zipper folder prior to a heart operation on R.T. Crowley, a CIA agent who coordinated the assassination and felt lonely and neglected by the CIA after he retired as he feared he would not survive the operation and he did not. Author and Crowley had been talking for years. It is amazing how the CIA got the world to ignore the book. They have it down to a science working with 1,500 compliant authors who get payments and who attack any books or articles that reveal CIA killed JFK. Douglas and his website can not be found on internet.

Below is a case study of a CIA assassination of an opponent who happened to be President Kennedy's lover. This is important as CIA killed all people who knew the truth of the assassination including the Walter Reed Hospital doctor who made the photos of JFK's body which showed where the wounds were which contradicted the official Warren Commission report. Doctor told associates he was going to tell world about the real wounds when he retired so was murdered a few weeks before his retirement.

On October 12, 1964, shortly after noon, Mary Pinchot Meyer, 44, former wife of Cord Meyer, Jr., a senior CIA official, was found shot to death in a wooded area near her Georgetown studio. She had been shot once in the head and once in the upper body, a professional technique of assassination.

Period press reports indicate that a large number of CIA personnel were present immediately after the discovery of the body.

Her husband, Cord Meyer, Jr., was a close personal friend of James Jesus Angleton, and a very bitter enemy of John Kennedy. Meyer's intense hatred of Kennedy was due to the attentions that Kennedy had once paid to his ex-wife. In point of fact, Mary Pinchot Meyer had been Kennedy's long-term mistress subsequent to her divorce from her husband. Mrs. Meyer had introduced LSD to the President during her many visits to the White House.

Immediately after her murder, Crowley CIA associate Jesus Angleton was caught in her Georgetown studio going through her papers. He later removed her diary and kept it. Robert Crowley, who saw it, stated that it contained a significant number of references to her connection with Kennedy, the use of drugs at White House sex parties, and some very bitter comments about the role of her former husband's agency in the death of her lover the year before.

Mary Meyer had made angry and indiscreet comments about her views on her suspicions of CIA involvement in the Kennedy killing to a number of her neighbors, a significant number of whom had husbands who were CIA officials.

This murder is still listed as unsolved, and the police records have disappeared. Shortly after her murder, her bitter former husband painted "Tough luck, Mary" on the Key Bridge near the site of her death.

John Kennedy may have been a charismatic man but neither he nor his family could be considered either ethical or moral. The President and his brother, the Attorney General of the United States, repeatedly betrayed their wives, their criminal associates, their loyal Cuban supporters and many others with alacrity when it suited them to do so.

According to the CIA, the FBI, the Vice President, and the Joint Chiefs of Staff, they also betrayed secrets and agents to the Soviet Union for political gain. Hence John F. Kennedy had to die. It is interesting that the Soviet archives in 1995 contained the same facts as the CIA record of their JFK assassination. Russians have spies everywhere in US government. According to a CIA assessment of the Russian JFK report, "it indicates very clearly that the Russians have significant and very high level sources within both the CIA and FBI. Their possession of materiel relating to certain highly classified American military papers has been referred to the CIC for investigation." Aldrich Ames was unearthed as a CIA spy in 1990's and is in prison for life.

Helliwell was not the only CIA connection to the mafia, nor the most highly placed. Plots to assassinate Castro in 1960 were initiated from the CIA's Office of Security through a go-between, Robert Maheu, whose independent business had been launched with the help of an Office of Security retainer. It was Maheu who transmitted the CIA assassination proposal to John Roselli.

A more on-going relationship to the mob was maintained by the CIA's Counterintelligence (CI) Staff Chief, James Angleton. He too used a go-between--the New York lawyer Mario Brod--who, according to a CIA memo, was a CI Staff agent in New York City from 1952 to 1971. One of the sensitive CI Staff agents handled by Brod in New York was Jay Lovestone, the AFL-CIO International Affairs Chief who transmitted funds to strong-arm gangs in Marseille allied with Corsican drug traffickers who were part of the Lansky-Luciano global drug connection.

According to Doug Valentine, Lovestone's assistant Irving Brown was implicated in drug smuggling activities in Europe, at the same time that he used CIA money to establish

a "compatible left" labor union in Marseilles with Pierre Ferri-Pisani. On behalf of Brown and the CIA, Ferri-Pisani (a drug smuggler connected with Marseilles crime lord Antoine Guerini), hired goons to shellack striking Communist dock workers.

Lovestone, a former Communist turned militant anti-Communist, together with his mentor David Dubinsky of the International Ladies' Garment Workers' Union, had also fought the creation of the more militant CIO union movement in the 1930s, and the United Auto Workers of Walter and Victor Reuther in particular. The rival UAW-AFL, which Lovestone favored, turned to mobsters for muscle, and hired as its New York regional director John Dioguardi, a member of the Lucchese mafia family. Dioguardi was later blamed by U.S. Attorney Paul Williams for the blinding of labor journalist Victor Riesel and the subsequent murder of the man who threw acid in Riesel's face.

Another sensitive agent handled by CI Staff agent Brod, Angleton's go-between with the mob, was the Russian defector Anatoliy Golitsyn, whom Angleton segregated from the regular CIA bureaucracy in his unending search for a high-level mole inside the CIA. Angleton (according to his biographer Tom Mangold) was "quietly building an alternative CIA," with its own communication system, archive, and vault, using very dubious information from Lovestone and Golitsyn. The heart of this alternative CIA was CI's "inner sanctum: the super-secret Special Investigation Group" (CI/SIG), where were assembled files to show that Henry Kissinger and Averell Harriman were possible KGB moles.

A third sensitive agent handled by Brod was Herbert Itkin, a controversial double agent working with the mob on the one hand, and CIA and FBI on the other. But like Itkin, Brod himself "had contacts with the Mafia." A CIA flap occurred in 1970 when Itkin was being used by the Justice Department and FBI to prosecute a number of mob figures with one-time connections to Havana, such as James Plumeri, Ed Lanzieri, and Sam Mannarino, for illegal kickback arrangements with the Teamsters. The U.S. Attorney telephoned the CIA's Legal Counsel to advise that Mario Brod had entered the courtroom in order to work with the defense.

According to Court records, "The defense sought to call Mario Brod, who was described as Itkin's contact with the Central Intelligence Agency. It was stated that Brod would testify that he would not believe Itkin under oath and that Itkin's reputation for truthfulness was bad." The CIA's Legal Counsel concurred with the U.S. Attorney's steps to block Brod from testifying. His office noted Brod's explanation of his behavior for the record: "One of the defendants by the name of Lenzieri [(sic), i.e., Edward the Buff Lanzieri] was Brod's only contact inside the Mafia who would alert Brod if he was in personal danger."

But Brod may have been acting out of more than self-interest, for it has been suggested that some of the mafia defendants in the kickback trials also had a deeper CIA connection, even if off the books. According to Dan Moldea, two of the defendants, John La Rocca and Gabriel Mannarino, had been involved in Cuban gunrunning operations with Hoffa; and he suggests that Hoffa persuaded La Rocca and Mannarino, along with two other kickback defendants (Salvatore Granello and James "Jimmy Doyle" Plumeri), "to cooperate with the agency." Moreover, all of the defendants in the kickback trials where Itkin testified, and Brod tried to intervene for the defense, were members of so-called "paper locals" in the Teamsters (and earlier the UAW-AFL), controlled by Plumeri's nephew, John Dioguardi.

In June 1975, six months after the leak about Angleton and Operation CHAOS that led to Angleton's ouster, Time magazine alleged that the CIA had used Brod's mafia contacts, Plumeri and Granello, "to do some spying in Cuba in preparation for the 1961 Bay of Pigs invasion." (I have found no corroboration for Time's claim in released CIA documents.)

Like Brod, Angleton himself allegedly had mafia contacts, and on at least one occasion intervened to prevent another part of the CIA from investigating the banking of illegal Lansky skim from Las Vegas. A senior official in Robert Kennedy's Justice Department asked John Whitten, the CIA's one time chief of the Mexico/Panama desk in Western Hemisphere Division, to investigate numbered bank accounts in Panama because Las Vegas gamblers were using them to smuggle cash, "which they skimmed off the top of their daily take." Using his CIA pseudonym "John Scelso," Whitten testified to the Church Committee about Angleton's actions.

At that time we were in an excellent position to do this.... I thought it was a great idea. And promptly this came to Mr. Angleton's attention, and we had to brief him on it, and he said, well, we're not going to have anything to do with this. This is the Bureau's [FBI's] business. And whammo, end of conversation. We were called off. I went to Colonel J.C. King, who was at that time the Chief of the WH Division, and told him this, and J.C. King said....well, you know, Angleton has these ties to the Mafia, and he is not going to do anything to jeopardize them. And then I said, I didn't know that. And he said, yeah, it had to do with Cuba.

Angleton's defense of Lansky's skim cannot be separated from his second function in the CIA, as handler of the Israel desk. Angleton's connections with Mossad dated back to World War II, when he had coordinated OSS operations in Italy with the Jewish underground headed locally by Teddy Kollek (later Israel's Mayor of Jerusalem).

Angleton's "Alternative CIA" and Its Legacy

Moreover CI/SIG, the "inner sanctum" of Angleton's "alternative CIA," affected U.S. history significantly in 1963. Its so-called 201 or "personality" file on "Lee Henry Oswald" (the man known to the world as Lee Harvey Oswald), had been filled with false and falsified information since it was opened in December 1960. And two messages in the 201 file were falsified again in October 1963, in such a way as to allow Oswald to be a credible "designated suspect" in the assassination of John F. Kennedy one month later.

The falsification of Oswald's 201 file may have originated as a legitimate counterintelligence operation. I have argued that the uniquely falsified messages were part of a so-called "marked card" or "barium meal" test to determine if and where leaks of sensitive information were occurring. This was a familiar technique, and was the responsibility of the CI/SIG, which was responsible for the 201 file.

But by October 1963 we see signs that CIA cables on Oswald were also being manipulated, in order to enable him to become a designated suspect in the November 22 assassination of President Kennedy. A CIA teletype to the FBI in October 1963 (drafted by a CI/SIG officer) withheld the obviously significant information that Oswald had reportedly met in Mexico City with a Soviet Vice-Consul, Valeriy Kostikov, believed by CIA officers to be an officer of the KGB. This withholding helped ensure that Oswald would not be subjected to surveillance by the FBI after the alleged encounter, surveillance which presumably could have limited his ability to become a designated suspect by his presence at a particularly sensitive corner in Kennedy's Dallas parade route. I have argued that similar CIA withholding from the FBI of information about two alleged 9/11 hijackers, Nawaz al-Hamzi and Khalid al-Mihdar, likewise made it possible for them to play the role of designated suspects by preventing FBI surveillance, as well.

CIA Director William Colby forced Angleton to resign from the CIA in the post-Watergate climate of December 1974, following public revelations about Angleton's involvement in the CIA's possibly illegal Operation CHAOS (the surveillance of Americans in the United States). This spelled the end of Angleton's "alternative CIA" in the Counterintelligence Staff. For about another year leaks like the one we saw about CIA links to Brod's mobsters continued to expose (and in this way help terminate) the morass of CIA links to Cuban exile terrorists and other members of the global drug connection.

But in 1976 the climate changed dramatically, after Donald Rumsfeld and Dick Cheney in the so-called "Halloween massacre" (managed from President Ford's White House) replaced CIA Director Colby with George H.W. Bush, and sent Rumsfeld from the White House to be Secretary of Defense. If 1975 was the post-Watergate year of dramatic disclosures about CIA involvement with Cuban exiles and mobsters in assassination efforts, 1976 was the year in which mob-connected Cuban exiles and the Chilean intelligence agency DINA, both involved in drug trafficking, indulged in a wave of terrorist killings. These included the blowing up of a civilian Air Cubana airliner and the assassination in Washington of former Chilean foreign minister Orlando Letelier.

However, the CIA was now no longer the sole or perhaps even the chief point of U.S. contact with the DINA-sponsored international Operation CONDOR, which carried out multiple killings. U.S. Ambassador to Paraguay Robert White, a career State Department official whose antipathy to these murders cost him his job after Reagan was elected, heard from the Paraguayan Armed Forces Commander that "intelligence chiefs from Brazil, Argentina, Chile, Bolivia, Paraguay, and Uruguay used 'an encrypted system within the U.S. [military] telecommunications net[work],' which covered all of Latin America, to 'coordinate intelligence information.'"

Henry Kissinger, who in 1976 was in his last year as Secretary of State, played at best an equivocal role vis-à-vis this wave of right-wing violence. Before lecturing Chile publicly in Santiago for its human rights violations ("The condition of human rights...has impaired our relationship with Chile and will continue to do so."), Kissinger privately assured Pinochet that he was compelled by U.S. politics to say this, and that in fact his main concern was the move in the U.S. Congress to cut off aid to Chile.

U.S. protection and even support for the terrorists of 1976 has continued to the present day. Luis Posada Carriles, the principal architect of the Air Cubana bombing, "served prison time in Venezuela for the Cubana bombing;" and "later, in the 1980s, he worked again on behalf of the CIA in Central America, helping to coordinate the Contra supply network." Posada was arrested and convicted again in Panama in 2000 for an assassination attempt on Fidel Castro, this time with Guillermo Novo, one of Letelier's murderers. Both men were promptly pardoned by Panama's outgoing president. In May 2008, Posada was honored by 500 fellow Cuban Americans at a sold-out gala in Miami, after charges against him for illegal entry into the United States were thrown out by a federal judge in Texas.

CIA Director Bush also promoted Theodore Shackley, who for years had handled the CIA's maverick Cuban exiles in Miami. According to Kevin Phillips,

In late 1976, Bush had also protected wayward or hot-triggered Agency operatives – veterans of everything from Chilean assassinations to Vietnam's Phoenix Program and improper domestic surveillance – from indictment by President Ford's Justice Department.

But the spirit of post-Watergate restraint returned to the CIA under President Carter and his CIA Director, Admiral Stansfield Turner. Thanks largely to a series of leaks about his friend, Edwin Wilson, Shackley's standing in the CIA diminished until he left in 1978.

However, it is the argument of William Corson and Joseph Trento that the spirit of an alternative and more activist CIA survived under Shackley in exile. Trento writes that Shackley was supported by the Shah of Iran's Safari Club (see below), and by Richard Helms, U.S. Ambassador to Iran. The regular CIA Station Chief in Iran "repeatedly complained that Helms seemed to be running his own intelligence operations out of the embassy," and that CIA veterans who had worked under CIA officer Theodore Shackley, "formed the cadre of a private, shadow spy organization within America's official intelligence service."

The trading life started off rather spartan, but through the years many upscale amenities led to a pampered gentry lifestyle. Profits were huge and many fortunes were made. Warren Delano went home with one, lost it and then went back to China to get more. Russell Company partners included John Cleve Green, banker and railroad investor who made large donations to and was a trustee for Princeton; A. Abiel Low a shipbuilder, merchant and railroad owner who backed Columbia University; merchants Augustine Heard and Joseph Coolidge. Coolidge's son organized the United Fruit company, and his grandson, Archibald C. Coolidge, was a co-founder of the Council on Foreign Relations. Partner John M. Forbes "dominated the management" of the Chicago, Burlington and Quincey, with Charles Perkins as President. Other partners and captains included Joseph Taylor Gilman, William Henry King, John Alsop Griswold, Captain Lovett and Captain J. Prescott. Captain Prescott called on his friend and agent in Hong Kong F.T. Bush, Esq. frequently. Russell & Co. and Perkins & Co. families, relations and friends are well represented in the Order of Skull and Bones.

After the first Opium War, the port of Shanghai was opened up, with Russell & Co. as one of it first traders, and the Stars and Stripes was the first flag flown in the new concessions. In 1841 Russell & Company brought the first steam ship to the Chinese waters and continued to develop transportation routes—as long as opium made them profitable. They also were invoved with early railroad ventures in China.

Spanish traders had joined with American and British traders in the early decades of the 1800s and Manila in the Philippines harbored several trading houses. These were used as offshore support and subterfuges in the opium smuggling dealings and "posturing."

The discovery of gold in California brought more dynamics, increased clipper ship activity and a renewed impetus for transcontinental railroads—which were financed a great deal by opium profits from investors in America, Britain and Scotland.

The second Opium War led to the legalization of opium in China in 1858 and the "country traders" began to lose their control. They were smugglers warehousing the "product" offshore and trying to control the flow—for maximum profits. Once the product was legalized the Chinese and Indian merchants started to take over the trade. Russell & Co. and others because of their role as smugglers had not developed a structure to sell opium in inner China. The Chinese brokers could now just order opium as any commodity and the trade was transferred to firms with strong ties at the producing base, India, and the consuming behemoth, China. Russell & Co. formed the Shanghai Steam Navigation Company and by 1874 they had 17 steamships—the largest fleet in Shanghai. Russell & Co. sold the Shanghai Steam Navigation Company to the China Merchant's Steam Navigation Company in 1877 and the American share of Chinese shipping dropped by 80%. Russell & Co. is listed in some sources as failing in 1891 with British and German firms taken over their business. The Chinese Government an associate of Russell & Co. in the coast and ocean trade "lost heavily." According to some, the Russell & Co. successor in Shanghai was Shewan & Tomes.

The legal opium import trade continued until the early 1920's when an Occidental moral backlash, official regulations and Chinese political turmoil put the trade in the hands of the Chinese government—and Chinese gangs. Out of the turbulence—many years later—came Nationalist Chinese leader Chaing Kai Shek. Some reasons for his success came from the backing he received from the Shanghai's narcotics trafficking Green Gang and his "political manipulation of the narcotics traffic, under the guise of an 'opium suppression campaign, "to finance both a political and an intelligence apparatus."

In the early part of twentieth century there were many changes in the opium trade. China and India reached an agreement for cessation of Indian opium imports. By 1920's opium had infiltrated every part of Chinese life, 90% of males in some provinces smoked, morphine was called "Jesus opium" because of its introduction by Western Missionaries as a cure for opium addiction. China was a country divided-up into many different political units with "control" ceded to Japan, America and various European nations.

A "prize" from the Spanish-American War, the US had taken control of the Philippines and soon declared opium illegal there. William H. Taft (S&B 1878) had a huge hand in the establishment of US narcotics laws. He exhorted Americans towards the formation of international "narcotics" control and prohibitions. There was also the formalization of an early relationship that Yale University had with China into the Yale-in-China program. Behind these movements one can discern influences of Bonesman such as Anson Phelps Stokes (S&B 1896) and others. Skull and Bones interest and participation in the Philippines is immense. Let us now stand back and review in light of this history the jigsaw puzzle pieces that fall into place with Yasha Katzenberg s trip to Shanghai and the sealing of an opium pact.

First, Arnold Rothstein, Yasha Katzenberg s employer, was a product of the Rothschild dry goods empire that included the Seligman, Wanamaker, and Gimbel families. During Prohibition, according to the Bronfmans own testimony, Rothstein, Meyer Lansky, and Lucky Luciano were the Bronfmans main distributors. As Prohibition came to a close, Bronfman associates traveled to Shanghai and Hong Kong to streamline and expand the drug trade into the United States, negotiating with the foremost Chinese drug runners who were not only encouraged but pressured by the British business community to pull together an opium cartel.

The man dictating the opium policy to China in this period was Sir William Johnston Keswick of Jardine Matheson and the Hongkong and Shanghai Bank. From the period of the Shanghai Massacre to 1942 when he was interned by the Japanese, Keswick directed the International Settlements of Shanghai the period of gross expansion of Shanghai heroin into the United States. The same Sir William Keswick was until very recently the director of the Hudson s Bay Company of Canada, the same company, it will be recalled, that collaborated with Sam and Abe Bronfman in 1916 to found the Pure Drug Company for illegal distribution of whiskey into Canada.

Working for Hudson s Bay along with Keswick is Sir Eric Drake, who not only sits on the board of several Bronfman-run banks and companies, but is also an employee of the Inchcape family and presently the deputy chairman of the Inchcapes Peninsular and Orient Navigation Company. The current chairman of the board is the son of the Lord Inchcape who in 1923 called for the expansion of "that most valuable source of revenue " the opium trade.

Sir Eric Drake is also a member of the board of Canadian Pacific, which plays a most vital role in the transshipment of drugs through Canada into the United States, just as it did with alcohol during Prohibition. Along with Lord Trevelyan, who heads up the HongShang's "gold for dope" exchange from his position at the British Bank of the Middle East, and Lord Inchcape, Sir Eric Drake sits on the board of British Petroleum, as does Sir William Johnston Keswick.

Sitting on the board of the Bank of Montreal along with Charles Bronfman and two Seagram's directors are J. Bartlett Morgan, William Arbuckle, and F.S. Burbridge, who in turn sit on the boards of Hudson's Bay, Canadian Pacific, and a host of other banks and corporations in which the drug families of the HongShang nexus play a policy-making role.

We are not charging guilt by association, but rather making note of the fact that the series of legitimate enterprises the Bronfmans moved into toward the close of Prohibition are indistinguishable from and intermeshed with companies controlled by Keswick, Inchcape, and other leading opium traders. During the same period, these gentlemen openly supervised the drug trade into the United States. This association not only continues to this day, but it remains the mainstay of the Bronfman empire.

Schlesinger thought Angleton was suffering from paranoia.

In mid 1973, William Colby became the Director of the CIA.

Colby was not impressed with Angleton.

Back in the 1980's, during the era of William Casey's CIA, there were reports circulating in the alternative press about an international drug smuggling operation involving the mujaheddin in Afghanistan fighting the Soviets, the Central Intelligence Agency, and the Pakistani military, including elements of its intelligence service, the Inter Service Intelligence or ISI. At one point the CIA, in an effort to ramp up this smuggling operation, sought to requisition 400 vehicles, including dozens of transport trucks from the Department of Defense. The Pentagon refused, but the CIA appealed to Reagan's Vice President, career spook George H.W. Bush, through the National Security Council. The CIA got its trucks.

At that time there were 17 Drug Enforcement Agents stationed in Islamabad, the largest contingent in the world at the time outside of the United States, according to Alfred W. Mc Coy in his classic history The Politics of Heroin: CIA Complicity in the Global Drug Trade. (The number I remember reading at the time was 14 agents, still a formidable number for a single overseas station.) This contingent of DEA agents was "pushing paper" in Islamabad when "n marked contrast ...a single Norwegian detective, [Oyvind Olsen,] broke a heroin case that led directly to the leader of Pakistan, General Zia ul Haq's private banker."

The CIA's close relationship to elements in the Zia regime, including the ISI, were well known. Also the agency's ties to heroin and raw opium smuggler and mujaheddin leader, Gulbuddin Hekmatyar, were becoming problematic as revelations of U.S. complicity in the drug trade bloomed. Hekmatyar has turned on his American allies and is currently battling the CIA-installed Hamid Karzai regime in Afghanistan. This is not surprising. He was a founder of the Islamic brotherhood and led student demonstrations in Kabul in the 1970's and remains a member of the Jamaat-i Islami (Party of Islam), "a fundamentalist and quasi-fascist Muslim group with many followers inside the Pakistani officer corps." The U.S. State Department and the mainstream media never fail to mention in their public comments that Hekmatyar is a "narco-terrorist," as though all those years he worked hand in hand with the CIA he was a choirboy. He was particularly close to another drug dealer, Jesse Helms, former Senator from North Carolina.

What was the Reagan administration's response to this torrent of reports tying the CIA to mujaheddin/ISI drug smuggling? As the Islamabad branch of the DEA began to stir around the reports of convoys of arms going up to Afghanistan and bringing drugs back, the Reagan people reassigned all but two agents, lest they interfere with the CIA drug operation. Pakistan virtually overnight went from a country with a few thousand heroin abusers to 1.3 million addicts.

And this is where Doug Valentine's study of the Federal Bureau of Narcotics, The Strength of the Wolf: The Secret History of America's War on Drugs, proves itself essential. The FBN was a precursor of the DEA and the Bureau of Narcotics and Dangerous Drugs, or BNDD; and as such, repeatedly, both worked with and ran afoul of the CIA and the national security apparatus in its pursuit of national and international drug cartels. Valentine draws much of his narrative from interviews with former FBN agents whose frustration with and anger at interference by the CIA and the national security apparatus interference is palpable.

The amount of information Valentine crams into his text is formidable and often takes on the texture of the dense web of law enforcement, felonious behavior, and intrigue he's illuminating. Some sets of passages reveal corruption so deep and pervasive that it's "thrilling", to borrow Dirty Lenny's term. Any one of dozens of cases Valentine touches on could have become one of Mark Lombardi's elegant and complex graphs of corruption.

For example, Valentine quotes from a memo from Ed Lansdale, the head of Operation Mongoose, part of JM/WAVE, which in part plotted to assassinate Castro as well as other Cubans and destroy Cuba's infrastructure. Lansdale wrote: "Gangster elements might prove the best recruitment potential for actions [murders] against police G-2 (intelligence) officials. CW [Chemical Warfare] agents should be fully considered." And recent documents have proven that CW were used as well as biological weapons against crops and the hog population of the island nation. Lansdale is ubiquitous in the annals of U.S. foreign policy. He can be found at the Huk rebellion, Vietnam/Laos, as well as Kennedy assassination. There is a hagiography on Lansdale which has its uses if you can read between the lines. But for biting insight into just how cultural chauvinists like Lansdale or Ted Shackley can fuck things up, read Richard Drinnon's chapters on the former in his Facing West: The Metaphysics of Indian-Hating and Empire Building.

As it turns out, the gangsters in Lansdale's employ were the very gangsters the FBN was chasing--Carlos Marcello, Santos Trafficante, Meyer Lansky, and Lucky Luciano.

On the very next page, we get Bobby Kennedy et al. Not the indefatigably noble Bobby Kennedy of the current Emilio Estevez hagiography, but the historical Bobby Kennedy:

    While Bobby Kennedy was using Mafia drug smugglers in murder plots against Castro [Robert Kennedy was intimately involved with Operation Mongoose], and thus neutralizing the FBN, the CIA was relocating its Havana station and anti-Castro terror activities to Miami. Known as JM/WAVE, the station was managed by Theodore Shackley, a protée;gée; of Bill Harvey from Germany. It included Lansdale's Mongoose unit, and some 400 CIA case officers. Already the preferred habitat of America's mobsters, Miami was soon packed with dozens of CIA front companies. Thousands of CIA informers and assets, and several drug smuggling terror teams financed by wacky privateers like William Pawley, mentioned in Chapter 5 as having engineered the Pawley-Cooke Advisory Mission in Taiwan.

Reader's Digest Press published career spook Ted Shackley's book The Third Option in 1981. The book is such self-righteous bluster as to be laughable coming from a man who was stung by the Church and Pike committee reports and forced to fake his retirement from the Agency. "Shackley, having met drug lord General Vang Pao in Miami during his cooling off period, was reassigned as station chief to Laos." He needed to chill in Vientiane because "he'd been caught selling 50 kilograms of morphine base to FBN agent Bowman Taylor."

"How could the United States project power into distant lands, thus restoring some control over events which threaten our very survival?" Shackley asks. His answer: counter-insurgency and para-military operations like JM/WAVE, the Phoenix Program, and Operation Mongoose. Shackley is never clear how events in Nicaragua, the Congo, Bangladesh, Chile, Burkina Faso or Haiti etc. ad nauseum "threaten [the] very survival" of the U.S., a piece of political hyperbole obviously designed to disguise naked imperialism. But the global nature of American hegemony is clear in the statement.

So Ted Shackley in Florida! No wonder it was so easy for him to plug into the drugs and illegal arms side of the Iran-Contra affair, along with a bevy of Miami Cubans accused of drugs and arms smuggling, sabotage and murder, including Luis Posada Carriles and Orlando Bosch, who blew up a Cuban airliner, killing all aboard. Is that in your Bobby Kennedy legacy, Emilio? It's what you often find among American politicians; relatively benign domestic policy – fodder-friendly -- yet a foreign policy, the tool of empire, that is cruel, vindictive, even sadistic.

But wait, it gets better, Golden Triangle fans! "To cover a fraction of the costs of this massive enterprise, former spymaster Paul L. E. Helliwell established and directed a string of drug money laundering banks for the CIA. At the time, Helliwell was general counsel for the Thai consulate in Miami, an active leader in the Republican Party, and a friend of Nixon's cohort, Bebe Rebozo. Among his drug smuggling credentials, Helliwell had worked with Chiang Kai-Shek's intelligence chief, General Tai Li, and had set up the CIA's drug smuggling air force, CAT [Civil Air Transport](later Air America), as well as the Bangkok trading company Sea Supply, which provided cover for CIA officers advising the drug-smuggling Thai border police."

Against this new OSS/CIA backdrop of international criminality disguised as national security, the FBN was assigned the task of keeping America's streets safe from drugs. As Valentine points out, the long and bitter dissolution of the FBN had begun.

The Federal Bureau of Narcotics, FBN, which was formed on June 30th, 1930, from the remnants of the Narcotics Division, the corrupt Prohibition Unit of the Internal Revenue Service, and the Treasury Department's Foreign Control Board, antedates the Office of Strategic Services or OSS, the precursor to the CIA, by over two decades. The CIA's role in the international drug trade and how it warped, thwarted, and finally made a mockery of U.S. drug policy cannot be stressed enough. Valentine himself begins his introduction with a discussion of how, after finishing work on his excellent study of the 'Phoenix Program', he turned to the FBN. The Phoenix Program was turned over to the CIA by the DoD midstream. This put the CIA in an ideal position to protect its Golden Triangle drug smuggling turf and infiltrate and subvert DEA efforts to stem the international drug trade after the end of the U.S. incursion into Vietnam and Southeast Asia (see mujaheddin story above).

Not that the FBN, anymore than the BNDD or DEA, was a sainted organization. From its inception in 1930 to just under a decade before its dissolution, it was headed by Harry Jacob Anslinger, who was recommended by then head of the Foreign Relations committee, Stephen G. Porter (R-PA), and that paragon of truth and beauty, yellow journalist, the Rupert Murdoch of his day, William Randolph Hearst. Anslinger was a bureaucratic brown-noser with little interest in real drug enforcement and little idea of how to proceed. His main concern was preserving his power and maneuvering his little fiefdom politically while in the shadow of J. Edgar Hoover's far more powerful FBI. Lucky Luciano appropriately nicknamed Anslinger, Harry 'Asslicker.'

Post-World War II American foreign policy is often grotesque, and as Valentine makes clear, the FBN managed to find itself entangled in more than its share of bizarre machinations. Sometimes FBN agents pursuing a case were suddenly told to back off, often without explanation, or removed altogether. Other times they were willing participants eager to take part in the Bureau's sexy, Ed Wood-like cross-dressing fantasies or to abet felonies like drug dealing and murder.

Not that the FBN didn't have its law enforcement moments. One of its best agents was Charles Siragusa, who nearly became Anslinger's heir to head the bureau. Siragusa opened the FBN's first overseas office in Rome and liaisoned there with the CIA.

    Siragusa drew the line at facilitating drug trafficking, but helped the CIA in other ways. For example he helped black-bag CIA money to Italian politicians for James [Jesus] Angleton, the CIA's aggressive counter-intelligence chief...

Siragusa was especially helpful to the CIA when it came to investigating diversions of Marshall Plan aid. In one case he learned through an informer that the commercial attachée; at the Romanian Embassy [the U.S.'s secret Communist ally] in Berne was diverting American-made ball-bearings to the Soviet Union, which the Soviets used to build tanks for North Korea. According to Siragusa, the attachée; traded the ball-bearings for heroin as part of a sinister scheme to steal strategic materials with one hand from the West, while the other poisoned it with smack.

As a result of the Berne case, a CIA team was sent to Rome under military cover to stop diversions, and with Siragusa's help it intercepted all manner of strategic items, including uranium for the Soviet atomic energy program. James Jesus Angleton is loosely portrayed by Mat Damon in Robert DeNiro's film 'The Good Shepherd.' But it's doubtful that Damon communicates the very non-photogenic, spidery creepiness of the alcohol-soaked real thing. One retired CIA officer told me about a dinner party he attended where Angleton was also a guest. Angleton turned to the young spook and began asking him questions about his family background, beliefs, aspirations, etc. As he posed his questions, he pulled a small notebook from his jacket pocket and began keeping notes on the answers. The paranoid Angleton continued taking notes the entire evening. So much for Emily Post meets Skull and Bones.

The FBN was involved in other notable cases, for example the famous French Connection and agent Frank Selvaggi's Valachi investigation. Much of the FBN's drug enforcement activity, however, was directed at street level dealers and users, especially among America's blacks and disenfranchised. Much like today, street busts were easier and the numbers could be used to justify funding. And if you didn't go too high up you wouldn't run afoul of the powers that be like the CIA and get your ass fired or worse. When in the early 1950's the FBN was closing in on the Pahlavi family and the Shah of Iran through the Shah's brother, Mahmoud Pahlavi, who along with other members of his family owned huge opium farms, they sat on the information because "the CIA was plotting to overthrow the government in Iran, and reinstall the Shah." And indeed in 1953 the CIA overthrew the elected government of Mohammed Mossadegh and installed their favorite Persian drug dealers, the Pahlevis. Numerous other drug dealers from the Kuomintang to the Thai royal family and the Contras got a similar free pass flooding the streets of the world's major cities with drugs.

Take a more recent analogy. Reporter Gary Webb, for his reporting on the CIA/Contra drug smuggling connection to the 'Freeway' Ricky Ross and the Los Angeles crack epidemic, was roundly vilified by the mainstream media protecting its masters. Webb was also hounded by various agencies of the U.S. government. The Los Angeles Times went so far as to contradict without explanation its own earlier reporting on 'Freeway' Ricky and his influence on the L.A. crack epidemic in order to protect the CIA in the name of national security. The whole hypocritical episode is laid out by Alexander Cockburn and Jeffrey St. Clair in Whiteout: The CIA, Drugs and The Press. As for Gary Webb: despondent over the outing of such a fine Ivy League crew as the CIA and their noble 'founding father'-like buddies, the Contras, he allegedly committed suicide à la Danny Casolaro in December of 2004.

Valentine's book also expands on the FBN's role in one of the seediest episodes involving the CIA, the creation of the American counter-culture or MKULTRA. As you might recall, MKULTRA was a program under the supervision of OSS/CIA scientist, Dr. Sidney Gottlieb. Gottlieb approached Harry Anslinger to enlist the services of FBN agent George White, in effect making White both an employee of the FBN and the OSS/CIA. All of this is nicely reprised in John Marks' The Search for the Manchurian Candidate: The CIA and Mind Control The Story of the Agency's Secret Efforts to the Control Human Behavior. For the perpetually naive I recommend the Church and Pike congressional committee reports or the books of CIA Inspector General Lyman B. Kirkpatrick. Kirkpatrick, for example, closed the case, ruling the mysterious death of Frank Olson a suicide. The CIA scientist, who specialized in airborne diseases like anthrax, was surreptitiously slipped LSD at a CIA social gathering. After a bad trip, Olson plunged to his death from a window of the Manhattan Statler Hilton several days later, in the presence of CIA psychiatrist Robert Lashbrook. Police initially called the crime scene a homicide until Kirkpatrick stepped in.

The ostensible reason for this CIA 'research' which embraced LSD and other hallucinogens was to create a 'truth serum.' Added to that project were various attempts to control behavior, in effect creating assassins chemically, the Manchurian Candidate. Better assassins through chemistry. But mostly it was used as a party drug by the Agency and a small group of elites who were creating the nascent vocabulary of mind expansion. The OSS project began under the supervision of Dr. Winfred Overholser of St. Elizabeth's Hospital, who also oversaw Ezra Pound's treatment there during the 1950's. Overholser used a dozen unsuspecting guinea pigs from the Manhattan Project, possibly searching for Soviet or German spies. A liquid concentrate of marijuana was used but with no discernible results other than to make the young scientists ill. Whether Overholser was tripping while treating Pound is lost to posterity.

When George White came on board, he had bigger plans. White used FBN 'safe houses' and apartments around the country, including the birthplace of the counter-culture, San Francisco, for illicit trysts and parties among FBN, CIA, and other law enforcement and intelligence people. The 'program' expanded to include unwitting victims, acquaintances, prostitutes, musicians, etc. White would spike the punch with a cocktail of hallucinogens and their variants, often triggering hallucinations & even psychosis in his unsuspecting victims. Many suffered permanent psychological damage. For many more no record exists of what effect this clandestine drugging might have had on them. Years later in a personal letter to Sid Gottlieb, George White wrote an epitaph for his role in the CIA:

    "I was a very minor missionary, actually a heretic, but I toiled wholeheartedly in the vineyards because it was fun, fun, fun. Where else could a red-blooded American boy lie, kill, cheat, steal, rape, and pillage with the sanction and the blessing of the All-Highest?

The breadth of drug-related events in the post-World War II world the FBN had a stake in is extraordinary. Though corruption flourished within the bureau throughout its history, it's the FBN's connection with broad historical events from a relatively unique perspective, often in the agents' own words, that makes Valentine's reprise fresh and informative.

Valentine makes clear that three of the forces most prominent in defining the underlying international drug trade are the Mafia, the anti-Castro Cubans, and the CIA, with the CIA shielding the other two entities at every turn. Of the three, the Mafia is the most pervasive. Its underworld figures, like Arnold Rothstein who, besides running drugs, fixed the 1919 World Series, helped establish a need for a law enforcement agency that focused specifically on drugs. The anti-Castro Cubans were often Mafia figures unhappy about the Commies cleaning up their little island whore house. No more could a U.S. Congressman be lured to Havana with promises of unlimited sex with eight-year old boys in exchange for political favors.

The CIA's connection, of course, began with 'Wild Bill' Donovan's old OSS and its recruitment of Lucky Luciano and the Corsican mafiosi to beat and murder Communist union dockworkers in Marseilles and elsewhere along the Mediterranean Coast, and to seize Sicily from the Communists. With CIA blessing, and using drug running as a way of financing activities, the Mafia set up drug supply routes back to the U.S. Many an FBN operation would trace the drugs back to Mafia sources, in turn supplied through Lebanon, Turkey, Afghanistan, and elsewhere in the Middle East, only to be thwarted by the far more powerful CIA stepping in and terminating the investigation on national security grounds.

But nowhere has CIA drug smuggling been more pervasive, longstanding, and crucial to the financing of black ops and low intensity conflict than in the Golden Triangle region of Southeast Asia. This raw opium and heroin preserve straddles northern Burma/Myanmar, southern Yunnan province in China, and northern Thailand stretching to Vientiane in southern Laos. The CIA officially took over drug smuggling operations from the French after Dien Bien Phu and along with the Corsicans, and especially the darlings of Washington political establishment, Reader's Digest, and Claire Chennault, Chiang Kai-Shek's Kuomintang.

The Kuomintang were involved in the drug trade in southern China well before there was an American presence in the region. But corrupt allies like Meo tribal leader Vang Pao who now resides in Orange County, California, were actually enlisted by the Agency. Vang Pao, a persistent critic of the godless and comparatively drugless Vietminh and Pathet Lao, helped organize the recent anti-Vietnam protests, in advance of George Bush's visit to Hanoi, with the help of the California Republican Party, as the two have done on many occasions.

Competition for the drug trade remains fierce in the Golden Triangle to this day. As Valentine points out, the CIA then as now remains in the thick of it, even as the FBN proved ineffectual or too corrupt or bureaucratically incompetent to be effective. Drawing from Alfred McCoy's earlier classic The Politics of Heroin in Southeast Asia, Valentine reprises a popular story of the CIA's heroic defense of its opium trade and life-and-death free market competition of the Golden Triangle:

    As world attention focused ever more closely on America's conduct in the Vietnam War, the CIA's need to conceal its major role in the regional drug trade became a top priority. The climactic point came in June 1967, when Burmese War Lord Khun Sa decided to sell 16 tons of opium in Houei Sai. Construing this as a challenge to their precious monopoly over supply, the Kuomintang generals mobilized their forces in Burma and marched across the border into Laos. Apprised of the situation, CIA station chief Ted Shackley in Vientiane informed Pat Landry, chief of the CIA's major base in Udorn, Thailand. Landry ordered Air Force Major Richard Secord to send a squadron of T-28s to the rescue. Within hours, the battle had ended with both Khun Sa and the Kuomintang in full retreat, and the Laotians in total control.

Most readers probably first heard of Richard Secord during Iran-Contra when he and his partner, Albert Hakim, supplied the U.S. proxy army fighting against the Sandinistas and flooding U.S. drug markets with Contra cocaine. Especially hard hit was South Central Los Angeles, which Contra and Agency asset Danilo Blandon and 'Freeway' Ricky Ross flooded with Colombian cocaine with the enthusiastic support of the CIA and Reagan administration officials. This is the story Gary Webb broke. And the spread of coke, especially crack, is why you ended up with Crips dealing in Mineola and Duluth and Scranton as well as the AIDS epidemic and the hundreds of millions of dollars made from the mandatory sentencing craze and the penal housing boom it fuels. (The sad saga is also reprised in Cockburn and St. Clair's White Out, cited above.)

CIA agent Ted Shackley, called the Blond Ghost, the consummate 'spook,' shows up in the index of practically every book ever written on the illegal drug trade, political assassination, and sabotage from the earliest days of the U.S. takeover from the French in Vietnam to Operation Mongoose and the Phoenix Program, right through Iran-Contra. He famously said: "I fought the communists for twenty-eight years. I did a lot of bad things for my country. But I loved my country and did what I thought best."

Of course, the case is easily made that Shackley also did a lot of bad things TO his country. Jonathan Kwitny, in his book The Crimes of Patriots: A True Tale of Dope, Dirty Money, and the CIA, sums up Shackley's career thus: "Looking at the list of disasters Shackley has presided over during his career, one might even conclude that on the day the CIA hired Shackley it might have done better hiring a KGB agent; a Soviet mole probably could not have done as much damage to the national security of the United States with all his wiles as Shackley did with the most patriotic of intentions."(p.291)

Valentine points out, and as 'Freeway' Ricky Ross and Contra cocaine confirm, [that the FBN as well as the CIA, DEA, FBI, the Los Angeles Times, The Washington Post et al.] racism and class warfare play an enormous role in who is the enemy in the so-called 'war on drugs.' It was the Danilo Blandon Contra drug connection with 'Freeway' Ricky Ross in Los Angeles than led to the pandemic of crack use in the U.S., and the seeming anomaly of finding Crips establishing drug markets all across the heartland. During the 1980's Ted Shackley and his friends Thomas Clines and Felix Rodriguez were part of the drug smuggling operation out of Ilopango Air Base in El Salvador that fueled that pandemic. CIA asset John Hull served the same function forming what was known as the 'Southern Front' from his ranch in Costa Rica along the Nicaraguan border.

Apropos of the customary targets of the FBN, and the FBN's history of cutting law enforcement corners and corruption, agent Jim Attie summarized his experience as an agent as follows: "I'm not proud of what I did. It was dirty job. It was a form of amorality, and to this day I feel tremendous guilt and have unending nightmares as a result of what I did as a narcotic agent." Attie himself exited the FBN after his fellow agents in the New York office, where he had recently been reassigned, slipped LSD into his coffee. Attie merited the reassignment because he had called his boss Anslinger "a manipulator and a cheapskate" who knew nothing about real narcotics work.

The FBN was involved in myriad aspects of the investigation of the infamous French Connection. The French Connection had its origins in French intelligence, the SDECE, operating in French Indo-China. This drug smuggling operation provided essential funding to the French military and enhanced its ability to wage war against insurgencies in that region. This is the operation the CIA would inherit working with the traditional drug lords in the Golden Triangle and the French Corsican mob. Further, "In 1963 Laos would withdraw from the UN's 1961 Single Convention and, under the guidance of the CIA, start mass-producing narcotics to support the CIA's own secret army of Laotion hill tribesmen, some 450 more of whom just surrendered to Laotian authorities in December of 2006."

The FBN also made the initial bust on Joe Valachi, laboriously working their way up through his contacts. They also elicited some of his notorious revelations about the mob. A rookie agent in late 1958, Frank Selvaggi, along with his senior partner Art Mendelsohn and veteran NYPD narcotic detective Harold Kunin, arrested Helen Streat, a heroin addict and a prostitute in Harlem. Eventually through a series of busts, payoffs and 'vigorous' interrogations, a Selvaggi informant, Robert Wagner, 'gave' the FBN Valachi and he was arrested. Facing sentencing in court, Valachi began to set up and talk about members of the Genovese crime family.

And because the FBN was mandated to pursue illicit drugs, and because illicit drugs were a core business of the Mafia, the anti-Castro Cuban community, and the CIA, the FBN found itself smack dab in the middle of the Holy Grail of all conspiracies, the assassination of John F. Kennedy. But as Valentine points out, you'd be hard pressed to find relevant FBN activity in any official investigation of Kennedy's assassination. For example, in 1958 the FBN was aware that Joseph Civello was Carlos Marcello's "deputy in Dallas" and that Jack Ruby was part of Civello's organization. FBN agent John Cusack linked Civello with Marcello, Santos Trafficante, and Jimmy Hoffa - the House Select Committee on Assassinations' three prime suspects in the Kennedy assassination. But the FBN was never called to testify, nor were their files requested.

Valentine lays out other FBN connections that went unexplored by the Warren Commission and other official investigations, none 'eerier' than the connection with the main figures in the aforementioned MKULTRA project which had for one of its main goals the creation of a Manchurian Candidate, a 'patsy,' to borrow Lee Harvey Oswald's term.

"The three main suspects in the assassination [of JFK] - Marcello, Trafficante, and Hoffa - were million dollar men" e.g individuals who for services rendered and classified information were privy to were shielded from prosecution by the CIA. "And the CIA prevented the FBN from going after these drug traffickers, or investigating CIA agents like Irving Brown - and perhaps even Michael Mertz - in Angleton's French connection."

There's Oswald's claim of being a mere 'patsy' in the assassination of Kennedy. Then there's the connection that FBN files and interviews with former agents reveal between Ruby and the Marcello crime family and a number of other connections that Valentine lays out. In this light, not only Oswald but Ruby himself and Sirhan Sirhan, Robert Kennedy's assassin, could have been patsies.

    On 29 November 1963, a week after the president was murdered, Marshall Carter, the deputy director of the CIA, met with Richard Helms, John Earman, James Angleton, Sid Gottlieb, and Lyman Kirkpatrick. What a group! At this meeting the CIA chiefs agreed to continue testing unwitting subjects through MKULTRA using the FBN and its safehouses. To this end they launched MKULTRA Subproject 149 in New York in January 1964, specifically to provide a replacement for [FBN agent] Charlie Siragusa.

Siragusa had gotten tangled up in MKULTRA, Operation Mongoose plots to murder Castro, and other CIA intrigues when his boss Bill Anslinger sent Siragusa to solicit the help of Cuba's new leader Fidel Castro in the apprehension of 50 major drug traffickers that had formerly called Batista's Cuba their second home. Castro, who was in the Sierra Maestra when Batista was pimping for the mob and the CIA, couldn't be of much help, and Siragusa began to suspect what was eventually to become the obvious, that Trafficante was protected by the CIA and that a recent murder charge in the Albert Anastasia assassination case was dismissed at the Agency's behest.

This review can't do Valentine's book justice. The rich detail of the CIA's effectiveness in blocking FBN efforts to pursue international drug traffickers is worth the price of admission alone.

Resorts International, formerly the Mary Carter Paint Company controlled by James Crosby, was the majority owner of a Bahamas resort, Paradise Island, which was unable to obtain a license until Wallace Groves was brought in as a partner in 1966. The well-known reaction of a U.S. Justice Department official to this change of ownership was, "The atmosphere seems right for a Lansky skim." Years later, "lawyers for New Jersey's Gaming Enforcement Division would oppose the granting of a gambling license to Crosby and his company [Resorts International], citing �links with disreputable persons and organizations,' and specifically their record on Paradise Island."84

Like Helliwell and Groves, so Resorts International was part of the global CIA-mob connection. According to a 1976 CIA memorandum included in its Meyer Lansky Security file,

    Resorts International, Inc., is the Subject of OS [Office of Security] file #591 722. This file reflects that Resorts International, Inc. was of interest to Cover and Commercial Staff, DDO [Operations Directorate], in 1972 and 1973.85

As the same CIA memo makes clear, this was after a 1969 book, The Grim Reapers by Ed Reid, had exposed the company's connections to Wallace Groves and, through its casino manager Eddie Cellini, to what the CIA memo called "the gambling activities of the organized crime boss Meyer LANSKY."86 Resorts International, in other words, occupied a "cut-out" intermediary role between the CIA and Eddie Cellini, just as (we shall see in a moment) a similar cut-out role was performed in 1960 by the CIA's Bay of Pigs leader, Tony Varona.

1972, the year in which Resorts became "of interest" to the CIA, was also the year in which Meyer Lansky was indicted in Miami, along with Dino Cellini (Eddie's brother). One of the charges in the indictment was that "in 1968 Lansky maintained at least some control over running junkets (a profitable part of a casino operation) to the Paradise Island Casino."87 I shall argue later that both Resorts and the Lansky indictment may have been "of interest" to the CIA in these two years because of the showdown at that time between Nixon and the CIA in the wake of the Watergate break-in.

The CIA may have been aware of the allegations, which surfaced in 1972, that funds from the Paradise Island casino were being secretly carried to Nixon and his friend Bebe Rebozo, by a casino employee. This was Seymour (Sy) Alter, an associate on the one hand of Lansky and his man Eddie Cellini, and on the other hand "a friend of Nixon and Rebozo since 1962."88 The funds came from the Paradise Island Bridge Company, a company partly owned by an officer of Benguet International, a firm represented by Paul Helliwell.89 It is likely that Nixon himself had a hidden interest in the Bridge Company, which might explain the revelation through Operation Tradewinds that a "Richard M. Nixon" (not otherwise identified) had an account at Helliwell's Castle Bank.90
