Carlton Tavern demolition: Public inquiry to end row over illegal levelling of historic pub

Gutted: the historic venue was left in ruins after being demolished without planning permission in April

  "A landmark dispute over the illegal levelling of a historic London pub
   will be decided by a public inquiry.


   The Carlton Tavern in Maida Vale was demolished in April without
   planning permission by Tel Aviv-based developers CLTX Ltd while under
   consideration for listed status.

   Westminster Council took the unprecedented legal move in May of
   ordering them to rebuild it brick by brick.

   But the enforcement action has so far been ignored by the developer.




   CLTX Ltd had previously been refused permission by the council to pull
   down the building and replace it with a new pub at ground level and 10
   flats above.

   They have since appealed to the Planning Inspectorate for them to be
   granted retrospective planning permission for their development.

   They are also appealing the enforcement action forcing them to rebuild
   the pub. But they had asked for the appeal to be held behind closed
   doors.



   But the dispute will be decided by a public enquiry ordered by the
   Secretary of State for Communities and Local Government.

   Westminster Council welcomed the appeal being held in public. A public
   enquiry had also been called for by Westminster North MP Karen Buck.

   Councillor Robert Davis, the council's deputy leader, said: "This is
   just one step – but a major one – in getting this pub rebuilt brick by
   brick. We asked for a public inquiry and we are delighted that we have
   been listened to.

   "Our residents have made it very clear that they want this pub to
   return to its former glory, and we will not rest until all avenues have
   been explored to make sure it happens."

   He had previously said: "We cannot live in a city where unruly
   developers can just knock down buildings as and when they please.

   "Westminster is home to the West End, not the Wild West."


Popular pub: the Carlton Tavern

   The Carlton Tavern was the only building left standing in Carlton Vale
   after the area was bombed in WW2.

   Historic England was considering the building, built in 1920 in the
   Vernacular Revival style by Frank J. Potter, for listed status at the
   time it was demolished.

   Karen Buck said in support of the planning enquiry: "It is wholly
   unacceptable that a develop can be permitted to flout the rules as CLTX
   has done- and even more so when the flouting was accompanied by such
   radical and destructive action as overnight (semi)demolition.

   "Residents, and those following the story of pub closures and the
   development of similar buildings in high-value areas, will be seeking
   reassurance that such actions are not permissible and redress can be
   obtained.

   "There is a widespread belief (whether justified or not) that the
   'developer pound' can over-ride the community interest, and it is
   essential that trust in due process must be restored and seen to be- in
   public."

   A date for the five day planning inquiry has yet to be set.
