Don't know who did this, or why, but this is fake.  It's either Palestinians in IDF uniforms creating propaganda, or the Mossad creating propaganda to stir-up trouble so that they can crush it and kill a bunch of people.

This video is shot from a distance, but, for some reason, the videographer knew the exact moment that the "shot" to the leg was going to be made so that he could zoom in to video the "shot."  Or, there was a second videographer who was zooming in for this "event," and the two videos were spliced.

You could be right! Also, @ 15sec in the video, you can see a yellow stripe on the pistol... that means they're  using non-lethal rounds. Rubber or paper-wadded bullets? Don't know. However, even if you get "shot" by blanks at close range, they can kill you. One actor (Jon-Erik Hexum) become infamous for killing himself with blanks after he pulled the trigger near his temple. Rubber bullets can create a LOT more damage!
