  "Video footage has emerged which appears to show the President of the
   European Commission, Jean-Claude Juncker, 'drunk' at an EU summit.
   
   In the clip, which has just surfaced online, Juncker can be seen
   repeatedly slapping EU leaders, hopping from foot to foot and dancing -
   leaving many to question whether he was under the influence of alcohol.
   
   He was also heard calling the Hungarian Prime Minister 'dictator' in
   front of those present at the EU-Eastern Partnership summit.

   Juncker can be seen repeatedly slapping EU leaders, hopping from foot to foot and dancing - leaving many to question whether he was under the influence of alcohol
   
   The footage was filmed at the EU-Eastern Partnership summit in Latvia
   in May 2015 but only surfaced online last night, before being widely
   shared across the internet.
   
   The clip, entitled 'Jean-Claude Juncker drunk and bitch slaps leaders',
   shows Juncker in high spirits, making his peers laugh as he slaps EU
   leaders, kisses one on the head and jokes around.
   
   The president merrily greets other EU leaders at the event, patting
   them on the cheeks, putting his arms around their shoulders - and even
   performing a jig on the spot.
   
   While his lighthearted and jovial behaviour appears to make his peers
   giggle, at one point he gets pulled back and made to stand still.
   
   He also kisses one leader on the cheek at one point in the video.

   Juncker can also be seen embracing French President Francois Hollande,
   who laughs off the exchange before moving on.
   
   Donald Tusk is also filmed standing next to Juncker, appearing somewhat
   uncomfortable with the situation.
   
   But it seems to merry behaviour is rather commonplace for the EU
   President - he is often photographed slapping world leaders on the
   cheek as a way of greeting them.
