Question re: Agenda 21

I am trying to learn more about this and I figured this forum would be a pretty good place to start as many of you are researchers.  I recently learned that they are closing off large sections of public land (national forest) in my state to any public use at all, without any good, legitimate reason.  This made me immediately suspicious.  Just wondering if any of you have any ideas, information or links.  Thanks.
