it may not be owned by private investors but according to my research it is controlled by the major stakeholders of the commercial banks by selecting the board of governors/committee members with partnership of the crown. this in effect means they control monetary policy towards the central banks and they can effectively pay themselves what they want via the monopoly of the money supply. In this way the power over the central bank can be hidden, is too liquid for any threatened audit(which is only a theoretical threat).
 So they do "own" the banks by completely controlling the decision making processes in that institution. he was just arguing semantics.
If you wanted to locate the "owners" of the central bank you would have to look at each governor appointee see which commercial bank appointed them, see which CEO made that decision and on whose shareholding group controlled that CEO. You would then have to do this for each board member of the BofEng

Og your mic looks good, so i dont know why the audio is of such low quality, make sure you set the bit rate of the mic and the software your recoirding into to like 44.1k hz standard cd rate oki.

sounds like its set to like 96hz or something.
